With the promulgation of Presidential Decree No. 107 on 24 January
1973, the National Economic and Development Authority (NEDA) was
created with a Regional Office each for the eleven (11) administrative
regions defined in the Integrated Reorganization Plan, (subsequently
increase to twelve under Presidential Decree No. 742) NEDA Regional
Office V (NRO V) or termed as NEDA 5 of which is now based in Arimbay,
Legazpi City.
Through
the years, NRO V staff complement grew to 38 distributed among its
three (3) divisions namely: Administrative, Plan Formulation and
Program Coordination Divisions. With the reorganization of the
government in 1987, Executive Order No. 230 was signed into law
reorganizing the National Economic and Development Authority. The
reorganization of the entire NEDA bureaucracy took effect on 16
February 1988. For Region V, authorized plantilla of personnel totaled
to 61 for four (4) technical divisions: (Macro-Intersectoral
Coordinating and Assistance Division (MICAD), Economic Development
Division (EDD), Social Development Division (SDD), and Infrastructure
Development Division (IDD)) and one (1) Operations Division.
In June 1992, however, with the effectivity of RA 7430, otherwise
known as the "Attrition Law," five positions were put on hold thereby
leaving to 56 positions authorized to be filled up.
