The National Anti-Poverty
Commission (NAPC), by virtue of the Republic Act 8425 (Social Reform and
Poverty Alleviation Act of 1997), shall serve as the coordinating and
oversight body in the operationalization of the government's poverty
reduction initiatives. It shall provide enabling policies to ensure
efficient and successful implementation of the KALAHI.
Convergence groups shall
also be established by NAPC at the national and regional levels to
facilitate the effective implementation of the KALAHI program, that is,
proper targeting of KALAHI sites, and planning, coordination and
monitoring of poverty reduction programs, projects and resources of the
government, among others.
At the national level, the NAPC Lead Convenor shall serve as chair of the National KALAHI
Convergence Group (NKCG) with the NAPC as its Secretariat. At the
regional level, the Office of the Presidential Assistant for Bicol
(OPAB) or the Regional Development Officer (RDO) shall act as chair of
the Regional KALAHI Convergence Group (RKCG) while the vice-chair
shall be elected among its members. The NEDA Regional Office shall serve
as the secretariat of the RKCG.: asset reform, human development
services, livelihood and employment, and, institutionalizing and
capacity-building. Membership in the clusters shall be based on the
relevance of organizational mandates; thus, any government agency or
body, or civil society representative, may become a member of any
cluster ad may opt to join more than one cluster. Though as in the case
of the Bicol Region, the convergence group was only divided into three
(3) groups on the premise that the institutionalizing and
capacity-building cluster cuts across the other clusters.
