NRO V’s RELATIONSHIP WITH OTHER NRO’S AND NEDA CENTRAL STAFF OFFICE

In the performance of its function, NRO V establishes and maintains the following relationship with other NEDA regional offices and the NEDA Central Staff Offices:

  • Serves as the regional arm of the NEDA Central office and as a regional planning staff;
  • Provides data input for national plans, programs, and projects formulation as well as for policy formulation;
  • Requests assistance from other NROs in any undertaking that requires their support;
  • Coordinates with other NEDA Regional Offices (especially in the Luzon Area) for planning and related activities;
  • Furnishes or makes available information and other data as may be required by them in their operations;
  • Coordinates with NEDA Central Support office on matters pertaining to NRO budget, personnel, accounting and other matters relative to the operations in the region; and
  • Coordinates with the regional development Office (RDO) in the preparation and revision of regional plans and programs as well as submission of reports as may be required.

NRO V’s RELATIONSHIP WITH OTHER AGENCIES

   The NRO V being the technical secretariat of the Regional Development Council (RDC V) must maintain and establish the following working relationship with other government offices including the private sector:

  • Coordinates with government agencies, private sector and other NGOs in the formulation of the regional development plans and investment programs for the region;
  • Coordinates with all he government agencies and entities including private sector on mattress pertaining to project monitoring and request of data information for socio-economic planning, evaluation and recommendation;
  • Provides, upon request, technical assistance and other consultative services to local government and other government agencies and private sector;
  • Assists in the preparation of the agency budgetary proposals for evaluation and integration by the regional office of the Department of Budget and Management.

NRO V’s RELATIONSHIP WITH LOCAL GOVERNMENT UNITS (LGUs)

  • Regional planning is a complementary activity of the NEDA Regional Office, being the technical arm of the Regional Development Council.
  • Considering the top-bottom approach in development planning, the NEDA prepares and issues planning guidelines reflecting the regional policies and priorities to be given primary attention by the different line agencies and the local government units over the planning period. These become the bases of the local government plans of different levels.
  • It must be noted that the local government plans, automatically form part of the inputs of the regional plan. In some cases, the formulation of local plans are realized through technical assistance provided by the NRO to the different local government units as follows:
  • Technical assistance on socio-economic profile preparation.
  • Technical assistance on plan formulation activities.
  • Technical assistance on project identification investment programming and research proposals
  • Technical assistance on local development planning and institutional building capacity
  • Technical assistance on plan implementation and monitoring.
