Highlights of NRO 5 2006 Accomplishment Report
NRO 5 has
provided support to 6 RDC meetings, 2 LADCC meetings, various
sectoral committee meetings and 1 RLUC meeting. A Comprehensive
Investment Programming Guidelines (CIPG) and the Guidelines for
the Updating of the Regional Development Investment Program (RDIP)
was formulated for RDC approval. These are intended to improve
the overall levels of preparedness of projects included in the
RDIP and their subsequent inclusion into the Medium Term Public
Investment Program (MTPIP). As secretariat to the LADCC, the NRO
prepared the draft Luzon Transport Master Plan (LTMP) which
incorporates the super region's priority programs and projects
for the medium-term.
NRO 5 has
continued to provide TA on various projects and disseminated
information on available financing facilities for LGUs. It has
created and organized the Bicol Project Development Committee (BPDC)
under the RDC which will aggressively oversee and facilitate the
funding and implementation of priority regional programs and
projects. It has also initiated the conduct of provincial
orientation-seminar on Official Development Assistance (ODA) in
four provinces (Camarines Norte, Camarines Sur, Albay and
Sorsogon) to enhance the LGUs capacity on resource mobiization
by tapping available ODA financing facilities for LGUs and be
oriented on the RDC and ICC review and evaluation process.
The NRO
prepared and disseminated RDC memorandum circular 01 s. 2006 for
the preparation of the Annual Investment Plan (AIP) for 2007. It
ensured that regional development priorities were in the budget
proposals of regional line agencies and state universities and
colleges, through the extensive review of Annual Investment
Plans(AIPs) and budget proposals and endorsement of these
proposals to their respective central offices and to DBM. It has
participated in the RDC-ACO Dialogue on the FY 2007 budget and
submitted report on budgeting-related activities in the region
to NEDA central office.
It has
presented the MTRDP in various fora with the following
audiences: LGUs, RLAs, academe, researchers/students, extension,
LGU and RLAs contributions to the MTRDP implementation were
likewise included in the Regional Development Report. It has
also monitored the implementation of the Memorandum of Agreement
(MOA) with SUCs and business chambers for the areas of
cooperation on the Bicol Regional Development Plan.
NRO 5 has
facilitated the completion of the project document of the Bicol
River Basin Watershed Management Project (RBWMP) that led to the
endorsement of the project by the Regional Development Council (RDC)
and subsequent submission to ICC for review and approval. Other
projects evaluated for ICC approval were the following:
Participative irrigation Development Project, Agrarian Reform
Infrastructure Support Project III, Agrarian Reform Community
Development Project II, Philippine Rural Electrification
Services (PRES), Restoration of Cawayan Geothermal Power plant,
Proposed GMA Highway, New Bicol International Airport; the PPA
Major Development of eight (8) ports including RORO facilities.
NRO 5 has
provided technical assistance in the preparation of FS on Guinobatan Solid Waste Management Project.
It has
continuously provided TA and secretariat support services to the
conduct of RPMC and RPMT Meetings. It facilitated the monitoring
and resolution of project implementation problems/concerns i.e.
issues on road Right-of-Way (ROW), peace and order at the
Caanduanes Circumferential Road Project (CCRP) and closely
monitored the organization and reactivation of local project
monitoring committees.
Guidelines for
QRES preparation was revised and disseminated to concerned
agencies. It has worked for the fast tracking of the preparation
of the Quarterly Regional Economic Situationer from two months
to a month after the quarter, through changes in the process
from data collection to report writing. QRES for the 4th
quarter, 1st to 3rd quarters 2006 were prepared and the CY 2005
Regional Development Report was prepared with inputs from
agencies, SUCs and LGUs. The Bicol Development Updates were also
published highlighting the major activities and initiatives in
the region along poverty alleviation, job creation and social
development.
For KALAhi, TA
to RKCG meetings were also provided. It has also provided
assistance in the conduct of the launching of the KALAHI para sa
Kalayaan orientation/activities geared towards reaching out to
poverty stricken and conflict areas. For CPC 6, it has conducted
2 MDG inter-agency task force meetings re: updating of MDG
indicators and the preparation of MDG regional progress reports.
For ASSEF, a Memorandum of Agreement with the Spanish
International Cooperation Agency (AECI) was signed. It has also
conducted 4 batches of capacity building trainings on project
development for target local government units. This led to the
submission and evaluation of project proposals for possible
ASSEF funding. NRO 5 has also conducted consultation with state
universities and colleges in advocating for the submission of
productivity enhancing proposals for possible assistance from
the NEDA Productivity Enhancement Project (PEP).
The office has
initiated various productivity enhancement programs for the
improvement of internal operations such as the
implementation of the 5S Program, upgrading of the Local Area
Network (LAN), procurement of a standby power generator, and
installation of PABX for a more enhancing and external
communication processes.
NRO 5 has
ensured the Bicol's priority projects that are supportive of the
Central Philippines' role as the tourism center of the
Philippines were included in the super region's public
investment program.
