The
Regional Development Agenda was prepared to serve as the initial
roadmap for the development of the Bicol region in the next ten
years. It was prepared by NEDA Region 5 based on the
current situation of the region, the past performance of the
region, and the emerging development trends in the entire
country and the world. The technical analysis of the major
development concerns was guided by the vision of making Bicol
the most livable region in the Philippines.
The
challenges in making Bicol Region the most livable region in the
country will be met by strengthening its human resources,
improving its infrastructure facilities, promoting its global
competitiveness, ensuring its economic growth, providing basic
services to the people, promoting good governance in the public
and private sectors, and managing disaster risks.
This
document shall form part of the national strategic long term
plan. It will also be a starting point in the formulation of the
successor Medium-Term Regional Development Plan.
It is
hoped that this document will inspire and encourage Bicolanos to
work together in making Bicol a prosperous, healthy, safe,
beautiful, dynamic, modern, and happy region.
