   Infrastructure facilities shall influence and follow population distribution, promote efficiency in the delivery of basic social services, promote higher family income, increase productivity, make tourist destinations more accessible, facilitate delivery of production inputs and outputs, and enhance mobility of people. 

 

   Intra-regional transportation shall be made pleasant and convenient. Farm to market roads shall reduce transportation expenses and spoilage of products to increase income of farmers and fishermen.  Access to basic services shall be improved. The road transportation system will be transformed, from congested and polluted to congestion free and pollution free streets. Travel by mass transit systems shall be prioritized. The bus rapid transit system will be the primary means of transport from in the region. The system will be linked to the international airport, to RORO ports, and to urban centers. The transport system shall use tickets valid on all bus, trains, and boats that can be purchased at any terminal or through cellphones, shops, ATM, or the internet.

 

   Inter-provincial transportation between the Bicol mainland and the islands of Catanduanes and Masbate shall be improved through roll-on roll-off ports in Caramoan, Camarines Sur and Codon, Catanduanes and in Aroroy, Masbate and Pilar, Sorsogon. The Lagonoy-Caramoan coastal road project will be completed in the next five years. 

 

   Inter-regional travel by road and rail will be improved. Travel time by land from Matnog to Metro Manila shall be reduced to less than 6 hours. This shall be made possible by constructing additional diversion roads.  Buses to Legazpi and Sorsogon need not pass through Naga City with the construction of the San Fernando-Oas diversion road or through Daraga, Albay with construction of the Ligao-Sorsogon diversion road. Travel time will be further reduced to four hours by a high speed train service from Manila to Matnog, Sorsogon. Tunnels will be constructed to minimize curvatures and rail track beds will be concreted. 

 

   All port passenger terminals will made more attractive, convenient, and comfortable. Food courts and restrooms that are women, disabled, and child friendly will be provided. Lounge, amusement, and parlor areas will be in provided. Warehouses and cold storages for perishable goods will be constructed. Adequate and secure parking areas will be provided. Facilities in these port terminal buildings will be in such a manner that commuters will have a pleasant place to stay especially when they are stranded during typhoons. The Bicol International Airport shall be completed before 2020. 

 

   The dream of farmers and fishers to know market demand through the internet will become a reality. Adequate information will lead to productivity improvement and improve family income. Reporting of threats to peace and order, illegal operations in forestry, mining, fishing and other activities in remote areas will be facilitated. Action by concerned agencies will be immediate. Information dissemination on the use of the internet for the benefit of communities and local government units shall be pursued. Service providers shall be encouraged to use common cell sites. The participation of the armed forces or the police will be solicited in securing cellphone and wimax sites. 

 

   Bicol’s power generating plants produce more than the demand of the region. With the full privatization of all power generating plants, Bicol will be self sufficient in energy and will be a seller of energy to other regions. Renewable energy sources (hydro, solar, wind, biomass, and ocean current) shall be developed to contribute to the overall energy self sufficiency.
