Managing Disaster Risks 

   The Bicol region is vulnerable to natural disasters. Through the years Bicolanos have gotten used to typhoons, earthquakes, volcanic eruptions, floods, and landslides. However, LGUs are not capable of effectively managing disaster risks. Most local disaster coordinating councils concentrated on reactive plans rather than on disaster preparedness, rescue, mitigation, and recovery.  

 

   As a result of the lessons learned from past disasters and the current efforts to reduce disaster risks, Bicol looks forward to less damage to lives and property caused by natural disasters. Local government units shall establish disaster management offices responsible for disaster preparedness, rescue, mitigation, and recovery. Communities shall determine pre-emptive actions before a looming disaster and shall know what to do to reduce disaster risk. All evacuation centers and hospitals shall be safe from hazards. A regional weather office shall disseminate timely information and weather forecasts. 

 

   Settlements in high risk areas shall be relocated to safe areas where access to basic social services and to livelihood opportunities shall be provided. Growth of new settlements shall be redirected in safe and low risk areas where appropriate facilities and services shall be provided. A safe school program shall be implemented to ensure that school buildings are ready to be evacuation centers and are sturdy to withstand strong winds and heavy rains. Likewise, a safe hospital program shall be implemented to ensure that hospitals can effectively deliver its services during natural disasters. 

 

   Measures will be done to reduce the impact of climate change on the lives of Bicolanos. Rainwater collection system shall be established especially in areas highly vulnerable to drought. Water recycling of water should also be pursued. Urban spaces like rooftops, vacant and idle lands shall be converted into urban gardens. Climate field schools shall be established. Incentive shall be given to promote climate change designed infrastructure and investments on carbon reduction and climate change research and extension activities.
