   The challenges of globalization are unavoidable. The region has not harnessed its full potential to compete in the global market. The region needs to identify and develop products that are globally competitive. Labor productivity and efficiency in doing business must be improved. Bicolanos must be globally competitive to eradicate poverty and ensure economic growth. 

 

   A globally competitive Bicol shall be achieved by efficient public and private sector organizations, efficient transportation networks, improved research and development, effective access to financing, and human resource development. A green growth strategy will enhance the region’s competitiveness while ensuring sustainable development. Management systems in the public and private sectors must conform to global standards and procedures. LGUs must have investment promotion centers and provide environment conducive to domestic and foreign investments.

 

   To achieve global competitiveness, transport systems shall be made more efficient. Web-based communication facilities shall be available in all LGUs. Continuous and low cost power supply shall be made available. Peace and order shall be attained. State universities and colleges shall be centers for R&D. Results of R&D activities shall be widely disseminated. Public spending on education and health care shall be given top priority. The transition from the current 10 year to a 12 year basic education track shall be pursued. Basic education shall provide the foundation towards increasing proficiencies in language, science, and mathematics. Vocational, technical, and college courses shall be revised to match the region’s priority economic growth sectors.
