Promoting Good Governance 

   The task of propelling the region toward the achievement of these goals is more difficult with the threats of global economic slowdown, food security crisis, and climate change. The responsibility is shared by the three actors in governance: government, civil society, and business sector. Government is in charge of the bureaucracy, peace and order, and justice. Civil society promotes public interest. Business sector handles the production and distribution of goods and services.

 

   The following governance issues have to be dealt with to make local government units more responsive to the demands of the global economy: high cost of doing business, corruption, high cost of utilities, poor infrastructure, insurgency, and peace and order. Good governance must be promoted to improve the quality of life of all Bicolanos. Local government units must be less dependent on national government in financing their operations and projects. LGUs must be more entrepreneurship oriented. LGUs must be more creative and innovative. LGUs must be more productive and self reliant. People must be well informed on current events and market information. People must vote on the basis of merit of candidates. People must be vigilant to make LGUs more productive, transparent, and development oriented. 

 

   The first step towards good governance is launching moral revolution in government, civil society, and the business sector. It will be the main responsibility of educational institutions, local government units, and non government organizations. All barangays must be composed of families and individuals who are working for the common good. 

 

   Local government units must be more technically and financially equipped to address the challenges for sustained economic growth and equitable social development. Their agenda for development must be founded on comprehensive land use and socio-economic development plans.

 

   The natural life support system that provides clean air, clean water, and productive resources shall be promoted. All forestlands shall be reforested. Areas above 18 percent slope that are planted to coconut must be planted with forest trees to promote ground stability to prevent erosion and landslides. All marine sanctuaries must be identified, protected, and preserved. The delineation of municipal waters and their protection shall be promoted to regenerate and protect marine ecosystems.     

 

   LGUs and non government organizations shall formulate and implement strategies to directly engage people in dialogue in recognition of their right to be heard as the plans and programs would affect their lives. People will be reoriented towards self reliance and responsibility. National government agencies shall provide technical support to LGUs. An awards system will be installed to recognize local government units that implement good governance. Federalism shall be considered as an option for good governance. The establishment of an autonomous regional government in Bicol shall be pursued.
