 Providing Basic Services

   The poverty of half of the population of Bicol pressures the government to provide basic social services for health, nutrition, family planning, education, water and sanitation. More than 400,000 families in the region rely on government for these basic needs. Majority of families are dependent on farming and fishing.

 

   Poor families have limited access to health services due to lack of information on available health care services, lack of accessible and affordable transport facilities, scarcity of public health facilities in remote areas, persistence of belief preventing acceptance of appropriate and effective health services, and high cost of health care especially those requiring hospitalization and diagnostic examinations. Children, women, disabled persons, and the elderly need specialized health services.

 

   Basic health services shall be provided by all LGUs. The private sector will be tapped to address health delivery service backlog. Prevention and eradication of preventable diseases through cost effective technologies shall be the focus of health services. A health care program will provide free medical care to the poor, elderly, and marginalized persons. 

 

   Feeding programs shall be provided to schoolchildren. Barangay councils should provide meals to preschoolers at the day care centers. Communities shall provide feeding programs during vacation to sustain the nutritional needs of schoolchildren.

 

   Establishment of provincial tertiary hospitals and acquisition of modern equipment like MRIs and CTScan by private and government hospitals shall be pursued. Medical tourism will offer traditional and alternative medicines to local and international patients. Specialized centers shall be established for the elderly, insane, disabled, women and children. 

 

   Settlements in high risk areas shall not be allowed. A housing loan package shall be offered to disaster victims for the rehabilitation of their houses. A 100% financing shall be offered to purchase new homes or rebuild their destroyed homes. Manufacture of standard housing components shall be promoted.
