   The Regional Development Agenda shall serve as the primary guide to realize the vision of making Bicol as the most livable region in the country. The region will no longer be seen as a backward and poor appendage to southern Luzon. Bicol will be seen as a modern, progressive, green, and well planned region. 

 

   Bicolanos will live in a region that is economically progressive, globally competitive, healthy and safe, clean and green, socially responsive, and culturally alive and dynamic.

 

   Bicolanos will live in a region that provides them sufficient means of livelihood, adequate basic social services, world class educational and cultural centers, family oriented recreational and sports facilities.

 

   Bicolanos will live in urban centers that are healthy, safe, clean, and provided with efficient means of transportation, communications, and sanitation services. Energy and water utilities provide sufficient and affordable service.

 

   Bicolanos will live in rural areas that are productive, accessible, secure, and provided with adequate social amenities and services. Rural areas are fully linked to urban centers.

 

   Bicolanos will be connected to the rest of the country and to the rest of the world through world class transportation and communication systems regardless of their economic status and where they live in the region.

 

   Bicolanos will live in a region where good governance is the norm in both the public and private sectors, where the people take part in democratic processes and in charting their destiny.

 

   Bicolanos will live in a region where people can withstand all calamities by working together to prepare for natural and manmade disasters and to overcome the effects of disasters.  

 

   Bicolanos would want to stay and live in the region. They would not have to migrate to have more decent lives. Those who are living in other regions and in other countries will be inspired and encouraged to relocate to Bicol.   

                     

   It is hoped that this document will inspire and encourage Bicolanos to work together in making Bicol a prosperous, healthy, safe, beautiful, dynamic, modern, and happy region. It is hoped that this document will initiate more discussions, consultations, generation of more ideas, technical planning, and generation of resources to achieve the foregoing development scenario.
