A memorandum of agreement was signed betweeen the Provincial Government of Albay and the Department of Agriculture Regional Field Unit 5 placing the staff of the Provincial Agricultural Services of Albay under the supervision and control of DA RFU 5 for a momentary period to enhance their capability in pursuing a more vigorous agricultural progress in the locality.

PNR Gen. Mgr  Manuel Andal wrote,  in letter dated 10 November,  that PNR           

cannot accede to the proposal as it will deprive PNR in expanding to the Port of Tabaco City and Camarines Sur.   He presented the option of integrating the road and drainage components in the railroad tracks.

DILG Region 5 met with concerned national government agencies (NGAs) on   14 November.  An inventory of plans required by NGAs  from LGUs will be  prepared by DILG based on submissions by NGAs .
