   Accomplishments of RDC 5 cover the following areas of regional development:  regional planning and plan assessment, policy review, investment programming, budgeting, project evaluation and monitoring.  The RDC was reorganized during the year with new local chief executive members, private sector representatives and special non voting members.  Please see annex A for the summary of resolutions.   

 

   With the regional development framework approved in November 2009, the RDC prepared the plan summary (volume 1) of the Bicol Regional Development Plan (RDP) with the participation of local government units, line agencies, private sector and civil society through workshops and provincial and sectoral consultation meetings.  The Special Committee on Bicol Recovery  and Economic Development of the House of Representatives was likewise consulted.  The plan summary was approved by the RDC on 24 November.  The preparation of the Sectoral Regional Development Plan is on-going and will be approved on February 2011.

 

   RDC 5 supported the request of RDC for GSIS to hold in abeyance the implementation of its new policy on survivorship benefits. The newly constituted GSIS Board of Trustees sided with the RDCs by restoring survivorship benefits to surviving spouses even if they are gainfully employed and receiving other sources of income starting January 2011.

 

   The following were the accomplishments of RDC 5 in support to local development:

  • Requested the Department of the Interior and Local Government and the Department of Budget and Management to review the provisions of Joint Memorandum Circular No. 1 that sets the limit on type of projects that can be funded under the economic development fund of local governments. 

  • Endorsed the adoption of the facilitator’s guide in integrating population and development (POPDEV) in the comprehensive development plan (CDP) preparation and urged local government units to integrate POPDEV in CDPs. 

  • Enjoined the Armed Forces of the Philippines and Philippine National Police to ensure a peaceful environment for the people of Masbate to enable them to exercise their economic and political rights during the May election

  • Prepared the Bicol Investment Promotion Guide highlighting the investment opportunities in provinces and cities

   In its aim to ensure that regional priorities are considered in agency budget proposals, RDC 5 reviewed the annual investment programs (AIPs) of 22 agencies and eight state universities and colleges.  The preparation of the Regional Development Investment Program (RDIP) for 2011 – 2013 is on-going and will be completed on June 2011.

 

   It endorsed to the Department of Budget and Management and the agency central offices the CY 2011 budget proposals of 24 regional agencies. The budget proposals of eight state universities and colleges were also endorsed to DBM and the Commission on Higher Education.  The total request to fund priority programs and projects for CY 2011 amounted to  P19.47 billion.

 

   Infrastructure projects were endorsed for national funding and international cooperation, to wit:

  • six road sections in Camarines Norte

  • 28 bridges and two fly-overs

  • Rehabilitation of two irrigation systems 

  • the GUICADALE economic platform

  • Education Quality for Albayanos

  • Albay higher education contribution scheme

  • Inclusion of Quinale A watershed to the National Program Support to Natural Resources and Management Project

  • Masbate City comprehensive coconut program 

   RDC 5 passed resolutions to facilitate implementation of programs/ projects/activities to wit:

  • Supported the move to prepare implementing rules and regulations on water quality testing and monitoring with a recommendation to deputize provincial health offices as water testing centers.

  • Endorsed the request of the Cooperative Development Authority for the screening of cooperatives before they are given assistance by government. 

  • Supported the establishment of breastfeeding centers in government offices. 

  • Endorsed the CY 2011 budget allocation of the Southern Luzon international airport project.  It also created a special committee for the redevelopment of the old Legazpi City airport. 

  • Endorsed the establishment of the Bicol River Basin Development Program.

   RDC 5 directed the NIA to suspend the implementation and review project studies of the Libmanan Cabusao Dam Project to ensure that technical, social and environmental concerns are addressed before it will be acted upon by the NEDA-ICC. 

 

   RDC 5 was reorganized with:

  • the selection of new RDC private sector representatives from provinces, the basic sectors and the labor sector

  • the selection of new chairmen and co chairmen of sectoral committees

  • the appointment of Governor Joey Sarte Salceda and Rev. Fr. Leo V. Casas RDC chairman and co chairman by His Excellency President Benigno S. Aquino III.  

   RDC 5 awarded the following:

  • Dr. Jose S. Estevez for his exemplary service to the RDC during the second quarter full council meeting on 26 May.  On 18 November 2009, the NEDA Region 5 conference room was named Estevez Hall through RDC Resolution No. 57 (S. 2009). 

  • RDC private sector representatives for the term 2007 to 2010 for their participation in RDC activities

  • Outstanding local project monitoring committees
