RDC-RIAC,
PIA 5 Conducted Training for
Government Information Officers
The Regional Information and Advocacy
Committee (RIAC) of the Regional Development
Council (RDC) 5 in cooperation with the
Philippine Information Agency (PIA) 5
conducted a three-day live-in training
workshop for government information officers
in the region. The Journalism Enhancement
Training was conducted on February 17-19, at
Coastal View Beach Resort in Sto. Domingo,
Albay.
   
   
   
   
The training workshop was part of the
Institution Building component of the
Communication Plan for the advocacy of the
Updated Medium-Term Regional Development
Plan (MTRDP) 2008-2010. It aimed to
strengthen the capacities of public
information officers as gatekeepers of
government offices and improving the
delivery of their services.
Mr. Jesus S. Matubis, Jr., a renowned PR man
and a consultant of National Broadcasting
Network (NBN) was the resource speaker. He
discussed the following topics: (1) The Role
and Function of the Gatekeeper; (2) Writing
Effectively for the print, radio and
television; (3) Editing; (4) Media
Relations; and (5) Using Internet and other
IT Modes.
There were sixty (60) participants from the
different regional line agencies including
the district offices of the Department of
Public Highways (DPWH) 5 and the provincial
offices of National Statistics Office (NSO)
5 and Technical Education & Skills
Development Authority (TESDA) 5.
The workshop outputs included press releases
and feature stories and a “role playing “ of
radio and television newscasting. Mr.
Matubis recommended to publish the best
Feature Stories entitled “Mga Dapat Maaraman
sa Kangalas-ngalas na Kalunggay” and
“Kalunggay, The Wonder Gulay”.

RDC
puts on hold Libmanan-Cabusao dam
   
   
   
  
Albay Governor Joey Salceda, Chairman of the
RDC5, during the November 18, 2009 full
Council meeting directed the temporary
suspension of the Libmanan- Cabusao Dam
Project in Camarines Sur until a full
assessment is conducted and various issues
are addressed by a project review team
created for the purpose. This was in
reaction to reports in the media that the
project was not approved by the RDC. The RDC
Chair belied the allegation by citing the
minutes of RDC meeting held February 4, 2009
when the said project was endorsed by the
Council to the NEDA-ICC for approval. It was
then fast-tracked being part of the region’s
Economic Resiliency Plan, he said.
Salceda instructed the team to review the
project based on the approved standards and
environment clearance certificate (ECC)
issued including the reported project
deviations. It is also tasked to look into
the alleged complaints of various
organizations concerning possible threats
such as flooding and displacement of
families to be affected once the dam project
is completed. The team is chaired by RD
Gilbert Gonzales of EMB and the members are
Environment Management Bureau (EMB),
Department of Environment and Natural
Resources (DENR), Office of the Presidential
Assistant for Bicol (OPAB) and the National
Irrigation Administration (NIA).
Director William Ragodon of NIA 5 informed
the RDC that the P777 Million dam
construction project, which is a component
of the Bicol River Basin Watershed
Management Program (BRBWMP), is seven
percent completed. It is being implemented
by the NIA central office and the role of
the NIA regional office is to monitor and
supervise the project. He said the problem
cropped up when the proposed flood
mitigation measure was changed from that of
a diversion channel to resettlement of
affected barangays per recommendation of the
DPWH. The latter alternative was seen as
less costly. For that purpose, some P7
million has already been released to the NIA
for the topographic survey and this activity
was 10 percent completed.
On the ECC of the project, Dir. Gonzales of
DENR-EMB said that the project’s ECC was
approved by the DENR Central Office on April
20, 2009. He clarified that the ECC covers
only specific components of the project and
if there are changes, such changes need to
be reviewed and assessed for ECC compliance.
Salceda said “the RDC as an institution
believes that the project would be
beneficial to the region’s economic
development but NIA has to address the
fundamental issues concerning the project.”
In a related development, the Bicol Mail
(Dec. 24, 2009) reported that the National
Irrigation Administration (NIA) ordered for
the indefinite suspension of the
construction of the proposed
Libmanan-Cabusao Dam (LCD) in Malaguico,
Sipocot, Camarines Sur after months of
controversy that split farmers’ groups in
Camarines Sur. Tomasito Monzon, chief of the
Bicol River Basin Watershed Management
Project (BRWMP), announced the suspension
of the P700-M LCD that he said “would give
them time to attend to recommendations from
groups opposing the project.”
The suspension of the LCD was carried out
through a directive from NIA Administrator
Carlos S. Salazar dated Dec. 15, 2009. The
LCD is one major component of the P1.9-B
irrigation project which the NIA is
implementing under the BRWMP. The project is
estimated to increase irrigated lands in
Libmanan and Cabusao towns from 1,000 ha. to
4,000 ha.

NEDA Region 5 launched the project
Integrating Disaster Risk Reduction (DRR)
and Climate Change Adaptation (CCA) in
Local Development Planning and
Decision-making Processes on November 25,
2009 at the NEDA Regional Office, Legazpi
City.
Dir. Romeo C. Escandor of NEDA Region 5
underscored the importance of the DRR/CCA
project in the region, Bicol being prone to
practically all types of natural disasters.
Peter Jensen, Counsellor at the Australian
Aide for International Development (AusAID)
cited the various DRR/CCA-related activities
AusAID has been funding in the Philippines.
He praised local government efforts relative
to climate change adaptation and disaster
risk reduction. Some eighty participants
from regional line agencies, local
government units, private sector and the
academe attended the launching.
The project will be implemented in all
regions and is spearheaded by the NEDA in
cooperation with the United Nations
Development Programme (UNDP) and AusAID.
With a total budget of AUS$2.5 million,
the project aims toward building resiliency
to disasters by integrating climate change
adaptation and disaster risk reduction in
development planning and decision-making
processes. It will strengthen competencies
among partners and stakeholders through
effective linkages and policy/program
mechanisms for stakeholder cooperation at
the local level.
RDC invites
Private Sector Organizations (PSOs)
for accreditation
The Regional Development Council (RDC) is
inviting private sector organizations (PSOs)
in the Bicol Region to apply for RDC
accreditation. This is in preparation for
the election of private sector
representatives (PSRs) to the RDC for 2010
to 2013.
RDC
accredited organizations nominate PSRs to
the RDC and participate in the election of
PSRs to the RDC.
A PSO must have the following qualifications
to be able to participate in the nomination
and selection of PSRs:
a.
Legal
Personality.
The PSO must be registered with the
Securities and Exchange Commission (SEC)
or any government agency which registers
organizations and associations for the
purpose of bestowing legal personality.
b.
Track
Record.
The PSO must have conducted socio
economic activities for at least three
years from date of registration in the
region. The scope of activities must be
at least province or citywide.
c.
Nationality.
The PSO must be a Filipino
organization. Organizations managed by
foreigners, whose officers and members
are primarily composed of foreign
nations, or are considered branches or
affiliates of foreign organizations are
disqualified.
d.
Non-government.
Organizations which have government
officials and employees as ex-officio
members or whose operations are funded
by the government are disqualified.
(Funding support by the government to
PSO projects is not considered as
funding support to operations.)
Deadline for submission of application for
accreditation is on 31 March 2010.
