   LINDGC DEVELOPMENT FRAMEWORK

      Principles and Concepts

  1. Urban-Rural Integration, referring to the interactions of processes of growth leading to bigger production scale, diversification of products and changes in the quality of preferences and demand and supply of both sectors.

  2. Sustainable Development, referring to the need for local action to address global problems of natural resource degradation and depletion. It applies to a balance between consumption and production even as these are projected into the future, such that the natural basic human needs (for food/water, clothing, shelter, health, aesthetics, etc.) is not jeopardized.

  3. Poverty Alleviation and Equity, by addressing the lack of access of the poor to productive resources, education, technology and social services (financial, physical, institutional), of hope and perseverance, etc.

  4. Participatory Development both as a democratic principle but a practical solution to development problems that government alone cannot solve. These problems are those that directly linked to the need for the proper management of local resources and to people's own development.

  5. LGU-Led Development, which places emphasis on the role of LGUs in planning and implementing in their respective areas of jurisdiction. The LGUs of LINDGC areas must however work within an integrated development framework, which is regional in scale and shall be placed under the overall management and supervision of the LINDGC Board and the RDC.

  6. GO-NGO-Business Sector Coalition, recognizing the presence of well-organized and active coalition for regional development for Bicol, NGOs and the private business sector will become active partners for the development of LINDGC.
