INFRASTRUCTURE
The key infrastructure of the corridor are its intermodal
transportation system, agricultural support (irrigation and flood
control), power generation and distribution system, telecommunications,
urban-industrial, and social infrastructure (health, education,
housing, etc.). The region has an average road density of 0.60 km per
sq. km. Table 1 presents the existing national road length by surface
type in the LINDGC covered cities and provinces.

LINDGC
has a complex intermodal physical access system consisting of a
national highway (Maharlka), secondary and rural roads, a railroad
(PNR), a trunkline (Legazpi) and secondary airports (Naga and Daet), a
port of entry (Tabaco and Legazpi), a regional port (Pantao) and
municipal/fishing ports (Camaligan, Pasacao and Mercedes). The system
and its attendant mobile facilities provides easy movement of people,
goods and services to and from the area to other parts of the country
and within the Bicol Region. Table 2 presents the inventory of ports by
classification and status in the province of the LINDGC area.

Agricultural support infrastructure in the form of irrigation and
drainage cover substantial portions of the irrigable areas. They
consist of large national irrigation systems and communal irrigation
systems managed by farmer-irrigators associations. Existing systems
often experience poor maintenance and damage from flooding. Substantial
areas of ricelands have likewise remained unserved by irrigation.
Bicol is a leading region
in terms of power generation from its geothermal resources. It
contributes much to the Luzon Grid of the National Power Corporation
(NPC). While power supply is sufficient, however, power cost remains
high because of the high cost of distribution through local electric
cooperatives. Table 3 reflects the status of energization in the
provinces of Albay, Camarines Norte and Camarines Sur while Table 6
presents the different power rates by type of consumer and electric

Telecommunications
is one area where the region was able to catch up with the adjacent
Region 4 and CALABARZON. Bayantel and Digitel are the two major
telephone companies that serve the LINDGC area while Smart and Globe
are the major cellular phone carriers. The presence of several ISPs
makes internet services a part of Bicolano's daily living.
