   Planning Organization and Strategies

   The participatory process used in the preparation of the LINDGC Master Plan involved the following strategies:

STRATEGIES ACTIVITIES

Institutional Arrangements

  • Mobilization of Consultant’s Study Team 

  • Creation of a Technical Counterpart Team consisting of representatives of the member regional agencies and LGUs of the LGUs.  The TWG members facilitated access to regional/local information, and participated in review and planning workshops

  • Creation of a NEDA-based Technical Working Group who monitored, reviewed and provided timely advice on the methodologies, content and organization of the Consultant’s output.

Conduct of Workshops
  • Conduct of Visioning Workshop (November 17 1997) and Consensus Building  Workshop (March 16, 1998) participated in by the LINDGC-TWG and some representatives from the private sector.
Presentation of Milestone Output to LINDGC
  • Presentation to the LINDGC Steering Committee of milestone planning output such as Preliminary Report, Intermediate Report and Draft Final Report.
Agency/LGU Consultations
  • One-on-one consultations with sectoral agencies, private enterprises and LGU planning officers
Rapid  Appraisals
  • Desk review of secondary data and field  surveys and photo shoots of key development sites
