The Legazpi-Iriga-Naga-Daet Growth Corridor (LINDGC) Project is the
central strategy for the acceleration of growth through
agro-industrialization of the Bicol Region. Its development has been
pursued by the regional and local leadership in the last few years
under the slogan "Best Investment Corridor of Luzon" (BICOL). Actions
to move the project forward included among others the creation of a
Project Board under the Regional Development Council (RDC, 1995), the
forging of a Memorandum of Agreement among the key participating LGUs
of the LINDGC, the conduct of an intersectoral and inter-LGU Visioning
and Project Identification Workshop (1996) and sourcing of financial
assistance from the Coordinating Council of the Philippine Assistance
Program (CCPAP) for the operation of the LINDGC Master Plan that was
completed in January 1999.
The
LINDGCP has a primary aim of hastening the growth of infra-ready areas
directly influenced by the Daang Maharlika in the short run. It is
deemed to influence the neighboring municipalities in the long run,
thus leading to a spur of growth in the other areas of the region. The
initial areas covered by the Project are the cities of Legazpi and
Ligao and the municipalities of Daraga, Camalig, Guinobatan, Oas,
Polangui in Albay Province; the cities of Iriga and Naga and the
municipalities of Bato, Nabua, Baao, Bula and Pili in Camarines Sur,
and the municipality of Daet in Camarines Norte. These areas shall
serve as conduits for the development of the secondary growth centers
located in the different parts of the Bicol Region.
