Council Proper

 

   Functions. The RDC shall have the following functions:

  1. Coordinate the preparation, implementation, monitoring and evaluation of short and long-term regional development plans, regional physical framework plan, regional development investment program and special development plans, including the formulation of policy recommendations

  2. Integrate approved development plans of provinces and cities, line agencies, state universities and colleges, government-owned and controlled corporations, and special development authorities in the region into the regional development plan

  3. Review, prioritize and endorse to the national government the annual investment programs of agency regional offices, and state universities and colleges for funding and implementation

  4. Review and endorse to the national government the annual budgets of agency regional offices, state universities and colleges, and special development authorities

  5. Promote and direct the inflow and allocation of private investments in the region to support regional development objectives, policies and strategies

  6. Review and endorse national plans, programs and projects proposed for implementation in the regions

  7. Review and endorse projects of national government agencies that have impact on the region and projects of LGUs in the region requiring national government financial exposure which may come in the form of guarantees, national government budget appropriations or subsidies, among others;

  8. Initiate and coordinate the development, funding and implementation of regional and special development projects such as those involving several agencies or LGUs

  9. Coordinate the monitoring and evaluation of development projects undertaken by government agencies, local government units, state universities and colleges, government - owned and controlled corporations, and special development authorities in the region

  10. Perform other related functions and activities as may be necessary to promote and sustain the socio-economic development of the regions:

  1. Assist local government units, when so requested, in the preparation of local development plans and programs and in fulfilling the requirements for evaluation of local government projects to be requested for official development assistance (ODA) grant financing

  2. Provide capability building assistance to local government officials and staff, when so requested, in the areas of local governance, fiscal administration and project development and management

   Responsibilities.  The RDC shall have the following responsibilities in the exercise of its functions:

  1. Approve the Regional Development Plan, the Regional Physical Framework Plan, the Regional Development Investment Program and other special development plans

  2. Ensure the consistency of local development plans with the regional development plans and priorities through coordination with local development councils

  3. Submit an annual assessment of plan implementation and an integrated report on the annual performance of the regional economy

  4. Ensure, through the process of evaluation, that nationally-funded programs and projects in the region have gone through the required consultation at the LGU level, have secured the support of local officials, and conform with the requirements of the ICC in terms of, but not limited to, economic and financial feasibility, social acceptability and technical viability

  5. Submit reports on events and occurrences in the region requiring national attention

  6. Submit a semestral report on the activities of the Council including an assessment of the participation of its members within thirty (30) days after each semester

  7. Identify and prescribe uniform systems, standards, methods and institutional arrangements in the preparation of reports, socio-economic profiles, plans and programs and other undertakings of the local government units and/or local development councils

  8. Request for financial assistance from the LGUs and other entities in support of its activities and projects

  9. Accept donations, contributions, grants, bequests or gifts in cash or in kind from any source and submit report on the availability, utilization and/or disbursement thereof.

Executive Committee

 

   Functions. The ExCom shall have the same powers and functions as the RDC Full Council on all matters that require immediate action. All resolutions of the Excom shall be presented to the Full Council for confirmation during its regular meeting.

Advisory Committee 

 

   Functions. The following are the functions of the Advisory Committee:

  1. Advise in the preparation of the Regional Development Plan, the Regional Physical Framework Plan and the Regional Development Investment Programs and support their implementation

  2. Advise agency regional offices, state universities and colleges, and special development authorities in the preparation of their annual budgets

  3. Advise and support policy recommendations that need legislation and/or action of the President or the Cabinet.

Sectoral Committees 

 

   Functions. The functions of the SecComs shall include the following:

  1. Perform functions analogous to and supportive of the functions of the Regional Development Council (RDC).

  2. Review and endorse matters pertaining to their respective sectors to the RDC Executive Committee or the RDC Full Council.

   Responsibilities. The SecComs shall have the following responsibilities in carrying out its functions:

  1. Review and endorse programs/projects of national government agencies and LGUs in the region to the Council requiring national government financial exposure which may come in the form of guarantees, national government budget appropriations or subsidies among others.

  2. Integrate sectoral information and statistics in the preparation of the annual regional development report.

  3. Assist the Council in the translation of national development goals and policies into specific regional sectoral objectives.

  4. Integrate sectoral plans and programs of local government units into regional sectoral plans and programs and coordinate all sectoral planning and programming activities of sectoral line agencies in the region.

  5. Facilitate and coordinate project preparation, implementation and monitoring within the sector.

  6. Perform such other functions as may be assigned by the RDC Full Council.

Affiliate Committees

 

   Function. The affiliate committees shall assist the RDC coordinate, monitor and evaluate their respective specific concerns.
