     Structure

     Composition

Council Proper

 

   The members of the RDC Full Council shall be composed of 6 Governors, 7 City Mayors, 2 capital town Mayors, 6 presidents of the Provincial Leagues of Mayors and 23 Regional Directors.

 

   Ex-Officio

  1. The Governors of  Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon

  2. The City Mayors of Naga, Legazpi, Iriga, Ligao, Tabaco, Masbate and Sorsogon

  3. The Mayors of Daet, Camarines Norte, Pili, Camarines Sur  and Virac, Catanduanes

  4. The Presidents of the Provincial Leagues of Mayors of the Bicol provinces

  5. The Regional Directors of the following agencies:

  2. Commission on Information and Communications Technology (CICT)

  1. Department of Agrarian Reform (DAR)

  2. Department of Agriculture (DA)

  3. Department of Budget and Management (DBM)

   PSRs shall comprise one-fourth of the total membership of the fully constituted council. 

 

   The RDC will have a total of 15 PSRs: 12 geographic representatives (two per province), two to represent the basic sector and one to represent the labor sector.

Executive Committee 

 

   The RDC shall organize an Executive Committee (Excom) to act on matters that require immediate attention for and on behalf of the RDC Full Council.  The Executive Committee shall be composed of all governors, city mayors, chairman of the four sectoral committees and regional directors of DBM and DILG. The RDC Chairman, Co-Chairman, Vice-Chairman and RDC Secretary shall serve as the officers of the Executive Committee.

Advisory Committee

   The RDC shall organize an Advisory Committee to advise, assist and support it in discharging its functions. The composition of the Advisory Committee shall include the members of the Executive Committee and members of the House of Representatives who have signified their intention to join the Advisory Committee.

Sectoral Committees

   To assist the RDC in the performance of its functions, the RDC shall create sectoral committees (SecComs) to handle social, economic, infrastructure and development administration concerns.

 

   The six governors and seven city mayors in the region shall be members of all SecComs.  The planning and development coordinators of the provinces and cities shall be invited as regular guests.
