CY 2009 FOURTH QUARTER REPORT ON FIELD VISITS
The Regional Project Monitoring Team (RPMT) inspected the Masbate
Airport Development Project and various road projects in the
province last November 9-13, 2009.

Masbate Airport Development Project
Construction of new Terminal Building
The
construction of the P8.2-million airport terminal building started
last August 05, 2009. Its contract expiry date was originally set
for December 02, 2009 but was adjusted to January 01, 2010 in view
of a suspension order issued due to bad weather. The project is
funded from the CY 2006 and CY 2008 General Appropriations Acts (GAA)
of the DOTC. Actual accomplishment as of date of inspection was
54.11 percent.

Continuation of Concrete Paving of Runway (Sta 0 + 793 to Sta. 0 + 949)
The scope of
work included: a) stripping; b) excavation & disposal; c)
embankment; d) aggregate base course (0.25 m thick.); and e)
PCCP. The P14.4 million project was contracted to Blue Eagle
Construction Co. under the supervision of DOTC-PMS. It was 95.14
percent completed.

Extension of Runway Pavement (Sta 0 + 949 to Sta. 0 +
180)
Contracted to Yakal Construction, this project costed P19.2
Million. According to Engr. Felix Lomadilla, DOTC 5 resident
engineer, the project was 99.74 percent completed as of the date
of inspection and scheduled to be inaugurated on December 5,

Rehabilitation of Nine Barangay Roads under NCF
The
project involved the rehabilitation of nine existing road
sections. The scope of work included earthwork, aggregates
basing, gravelling and clearing. These were funded by the CY
2008 Calamity Fund of the DPWH 5 as provided by RA 9498 of the
GAA.
The
completed road sections included: a) Dacu-Mabiton Bagacay Rd..
Mobo, Masbate; b) Liong-Maanahaw, Cataingan, Masbate; c)
Balantay-Buracan Dimasalang, Masbate; d) San Rafael-San Isidro
Cataingan, Masbate; e) Estampar-Tuybo Cataingan, Masbate; f)
Cagbatang-Osmena-Matubinao-Liong, Cataingan, Masbate.
On-going
were: a) Balantay-Buracan, Dimasalang, Masbate; b)
Buracan-Buenaflor, Dimaslang, Masbate; and c) Calabad-San
Vicente, Dimasalang Masbate.
Upon
inspection of the completed roads, the monitoring team noted
that the base course along San Rafael-San Isidro section in
Cataingan, Masbate was already washed out and the bridge
approach was eroded. Some road sections needed slope
protection, especially those along the mountain ranges.

The RPMT had the following recommendations: (1) for the Project
Engineer of DOTC Masbate Airport Development Project to
accomplish the needed documents that will facilitate the
immediate release of the fund balance; (2) to construct side
slope protections that will prevent landslides during heavy
rain; (3) to repair the eroded and washed out portion of the San
Rafael-San Isidro road section; and (4) for the local Monitoring
Team of Masbate province to continue its effort at ensuring the
conformity of the projects with their work and financial plan.

Ligao Pioduran Road Projects
On November 5, 2009, the RPMT monitored projects along the
Ligao-Pioduran Road as follows.
Reinforced Framing of Roadway Slope Protection and Stone Masonry
Retaining Wall.
This
involved the restoration of road shoulder and portion of damaged
adjoining main carriageway consisting of 272 linear meters
(three sections) and the construction of stone masonry retaining
wall with a total length of 559 linear meters (five sections).
These are located at very steep side-cut sections along
Ligao-Pioduran Road that are prone to landslide.
The project
costs P38,015,011 and was funded by the JBIC. Contracted to
PHILWORKS Construction & Supply, the project had a physical
accomplishment of 97.13 percent with a positive slippage of 0.30
percent. Its expenditure rate was 88.44 percent
   
   
   
   
   
   
   
   
Reinforced Framing of Roadway Slope Protection
and Stone Masonry Retaining Wall along
Ligao-Pioduran road
Rehabilitation/restoration of damaged slope protection, Portland
Cement Concrete Pavement (PCCP) and stone masonry slide slope
barrier.
The project
involved the restoration of eroded shoulder and portion of
adjoining damaged main carriageway consisting of 250 l.m.
(three sections) and the construction of stone masonry retaining
wall with total length of 229 l.m. (two sections) at very steep
side-cut sections along the Ligao-Pioduran road.
Specifically, Section 1 is located along barangay Tula-tula,
Ligao City, 45 lm; Section 2, along barangay Malama, Ligao
City, 144 lm; Section 3, along barangay Aliang, Ligao City, 39
lm; Section 4, along Paulba, Ligao City (ongoing section);
Section 5, along barangay Bacong Ligao City, (ongoing portion).
The project
costs P19,125,544. It started on April 30 , 2009 and is
targeted for completion by February 24, 2010. It has a physical
accomplishment of 97.12 percent with a positive slippage of 58

Naga City Road Concreting Projects
In Naga City, the RPMT monitored two road projects, namely:
Concreting of Pathway at Zone 7 (Sitio Tiripon) and Concreting
of Road at Zone 3 (Sitio Almeda), both located in Barangay Pacol
and implemented by DPWH 2nd
Engineering District, Camarines Sur.
   
   
   
   
Concrete Pathway at Zone 7 (Sitio Tiripon)
Funded from the Priority Development Assistance Fund (PDAF) of
Congressman Villafuerte, the P1,909,910.50 projects started last
July 03, 2009, and were targeted for completion within 60
calendar days. Their scope of work consisted of rehauling of
construction materials to the project site, preparation of
embankment, laying of aggregate base course, road concreting
using PCCP (0.150m thick), provision of safety and health
paraphernalia for workers and motorists, provision of billboard,
and laying of RC pipes and storm drains.
The project was completed on August 31, 2009, but several issues
arose during its implementation, such as non-hiring of laborers
from the project area, failure of the proponent to submit the
Program of Works (POW) of the projects, non-utilization of heavy
equipment particularly road grader and road roller, contrary to
the requirement of the POW.
The RPMT
recommended for the proper coordination between DPWH - District
Engineering Offices and the LGU concerned. It called for the
execution of a Memorandum of Agreement and requested to be
provided with the POWs and status report on the projects.
