CSC orients RDC on Anti Red Tape Act

   Assistant Director Salvador Villarosa of the Civil Service Commission (CSC) V, underscored the salient points of Republic Act No. 9485 with its Implementing Rules and Regulations during his orientation of the RDC5 on its September 3 meeting. More popularly known as the Anti-Red Tape Act of 2007, the law aims to facilitate and improve delivery of public service.


   Villarosa stressed that one important purpose of RA No. 9485 is the crafting by every agency/department of all sectors of the government of their respective Citizen’s Charter.


   Supportive of RA 9485, Villarosa said that the CSC has issued Administrative Order Nos. 241 and 241-A, which provide that all government agencies shall streamline and post the procedures for the twenty most heavily-utilized processes or services not later than December 31, 2008. Also, said AO directed that agencies shall institute a Performance Evaluation System based on objectively measured outputs and performance of personnel and units.


   Villarosa said that the CSC has developed a new  Performance Management System - Office Performance Evaluation System (PMS-OPES)  and has directed all government agencies to install the PMS-OPES with deadlines for the completion of the procedure.  Because of technical problems that arose, however, CSC issued Resolution No. 09-002 on January 6, 2009, extending the deadline for the installation of PMS-OPES.
