A
draft regional development framework envisioning Bicol as a most
livable region with a vibrant economy responding to the challenges
of the global economy and climate change got the RDC’s approval
during its November 18 full council meeting.
NEDA5 Director Romeo C. Escandor said that the draft framework for
the successor plan was based on the assessment of the Bicol
Regional Development Plan 2004-2010. It was refined during a
stakeholders’ consultation workshop that involved representatives
from the local government units and private sector organizations
last October. The framework was further reviewed and endorsed to
the RDC by the different sectoral committees of the Council.
With good governance at its core, the plan’s development scenario
focuses on strengthening human resources, improving infrastructure
facilities, increasing global competitiveness, sustaining economic
growth, providing adequate social services, and managing disaster
risks.
The
regional development framework is consistent with the millennium
development goals and the commitment to reduce the adverse impact of
climate change.
Workshops will be conducted during the first quarter of 2010 to
formulate objectives, targets, strategies, and major programs and
projects anchored on the framework for Bicol 2020.
