   The year 2008 presented a challenge to the Regional Development Council (RDC) 5 to usher the region into economic recovery capitalizing on the rehabilitation projects  completed in 2007.

   The Council, through the leadership of Chairman Joey Sarte Salceda,  had the following major accomplishments:

  • printing and dissemination of the updated Bicol Development Plan and approval of the Regional Communication Plan

  • submission of proposals for policy review on the imposition of surcharges on late remittances for agencies with centralized budgets and the release of  the 40 percent share of local government units (LGUs) in the utilization and development of national wealth

  • advocacy of the revised guidelines on local planning, investment programming and expenditure management 

  • endorsement of annual investment programs for CY 2009 of 28 agency regional offices (AROs) and state universities and  colleges (SUCs)

  • endorsement of critical infrastructure, economic and social development projects

   Private sector representatives (PSRs), led by Co chairman Fr. Leo Casas,  committed to a more active participation in RDC activities with the formulation of the RDC-PSR Action Agenda.   PSRs led the sectoral committees. Ten of the 14 PSRs participated in the National Conference of RDC Private Sector Representatives in Los Banos, Laguna.  The conference was the venue for Bicol PSRs to be involved in developing strategies towards a more meaningful participation of the private sector in regional development.  

Annex A presents a status of  resolutions passed by RDC 5 in 2008. 

   Regional Development Planning and Policy Review/Formulation

   The advocacy of the updated Bicol Development Plan composed of printing and distributing copies to RDC members, local government units and interested persons/groups,  posting the plan at www .neda5.net and presentation during fora among interest groups.

   The   Regional Communication Plan 2008-2010 for the Bicol RDP was approved.  It has five major components to include information, education and advocacy, institution- building,  data information management, monitoring and evaluation and alliance-building. The plan ensures that  line agencies and local governments clearly present their respective plans,  programs and accomplishments  in relation to the Bicol RDP. 

    The RDC endorsed the preparation of Integrity Development Action Plan (IDAP)  to all the agency regional offices and local government units  to strengthen the fight against corruption and its prevention.

   The Council passed resolutions recommending the review of policies:  (1) the policy of GSIS on  the imposition of surcharges on late remittances especially for the agencies with highly centralized budget releases;  (2) the release of the forty percent (40%) share of the LGUs in the development and utilization of national wealth. 

    The recommendation to review the policy on the imposition of surcharges will free  employees from payment of surcharges due to  delayed payments as a result of  the  delayed remittance by the agency. 

   The automatic release of the share of LGUs in the development and utilization of national wealth will enable LGUs to immediately use their income for critical development projects.

    The Social Development Committee (SDC) has an ongoing study on the state of tertiary education in the Region for the province of Masbate . The result of the study shall be a basis for revisions in course offerings and  curriculum to match the needs of the region.

   RDC 5 endorsed and supported strategies that aim to facilitate development and poverty reduction.  It endorsed the Albay Integrated Comprehensive Advanced Strategies  for Agriculture (AICASA)  that intends to accelerate poverty reduction through agricultural development.  It adopts an institutional arrangement between the province of Albay and  the Department of Agriculture Regional Field Unit 5 (DA-RFU 5) where the Albay Provincial Agriculture Services will be under the supervision of DA-RFU 5.  The council supported the National Economic Research and Business Assistance Center   (NERBAC). The NERBAC aims to streamline business registration, cut red-tape, accelerate investment and improve business environment by providing the necessary and strategic  economic and business information, processes and research assistance. This center will also offer investment promotion and facilitation as well as knowledge management  and business registration and licensing. The NERBAC has conducted a workshop with local government units  in adopting strategies to facilitate investment-related processes.  

   The RDC supported the conduct of provincial fora on the joint memorandum circular on the Provincial Local Planning and Expenditure Management and  a meeting of  regional line agencies on mainstreaming national  agency sectoral plans into the local comprehensive development plans.

    A consultation meeting with research institutions for the formulation of the Regional Research and Development Agenda was conducted.  This was to ensure that R & D activities support the Bicol Development Plan.

    The Department of Energy in coordination with RDC conducted a nationwide consultation on energy situation and the energy plan in Legazpi City last  September 24. This consultation was attended by regional line agencies, local government units and private sector. The participants gave their comments on the plan.  Energy-related issues and concerns were clarified.  

    Investment Programming, Project Development and Evaluation

   The Regional Development Council, through the sector committees reviewed Annual  Investment Programs (AIPs) of 28  AROs and SUCs.  The AIPs were endorsed to their respective agency central offices and the Department of Budget and Management as reference in preparing their agency budgets for FY 2009.    The agencies were: DA, DAR, DTI, DOT, FIDA, PCA, DENR, EMB, MGB, BFAR, and NFA for the economic sector;   DOH, DSWD, DOLE, TESDA and eight SUCs (BU, CSC, CSSAC, CSPC, PSU, DEBESMSCAT, SSC and CNSC) for the social sector;  DPWH for the infrastructure sector;  and  DILG, BJMP and PNP for the development administration sector. 

    RDC 5  endorsed the following infrastructure projects in support to economic and social development:  Zone Delineation Plan of Cawayan Port in Cawayan, Masbate;  Zone Delineation Plan of Aroroy Port in Aroroy, Masbate; Priority National Bridges in Albay and Masbate for inclusion in the DPWH bridges for Prosperity Acceleration for funding assistance under the UK Financing facility.  

   The Council supported the request of the National Housing Authority for additional funding to complete their projects for the rehabilitation of the housing sector after Typhoon Reming. 

   The Council pushed for the addition of Bicolano beneficiaries of projects implemented by national government agencies with the endorsement of:  (1)  five additional agrarian reform communities in  Albay,  Catanduanes and two in Masbate  in the Agrarian Reform Infrastructure Support Project (ARISP) III;  and (2) the Province of Camarines Norte  as one of the target poor provinces of the Rural Micro Enterprise Promotion Program (RuMEPP).   It endorsed the inclusion of the province of Camarines Norte in the target poor provinces of DTI's Rural Microenterprise Promotion Programme (RuMEPP).  This will  help spur the growth of micro enterprises that serve as a potent vehicles to reduce poverty in the countryside, 

   Another major contribution to regional development was  RDC Resolution No. 42 s. 2008 endorsing the improvement of meteorological radar systems project which aims to enhance and upgrade the observation network, the forecasting and early warning system for meteorological hazards of PAGASA.   Bicol Region being a typhoon prone area needs sophisticated devices like S-band doppler radar systems that will replace the existing weather surveillance radars in Virac, Catanduanes.   This will be funded by JICA Grant  in the amount of Y980.5 million with GOP counterpart of PhP144.825 million.

   Technical Assistance to LGUs

   The  Regional Land Use Committee (RLUC) assisted the provinces in the preparation of their provincial development and physical framework plans (PDPFPs) specifically on the collection of data from official sources, i.e. population data from the National Statistics Office (NSO), land area from the Land Management Bureau,  land classification, protection area and forestland use from DENR,  hazard assessment from Mines and Geosciences Bureau (MGB),  damages due to disasters from the Office of Civil Defense.  A refresher course on geographic information system was organized  to facilitate spatial analysis. It was participated by 15 participants from five provinces. 

   The Department of Environment and Natural Resources (DENR) 5 entered into memoranda of agreement with provinces for the implementation of the Computerization of Regional Base Map Project.  The project is an initiative of the Regional Land Use Committee (RLUC) and was approved by the RDC in December 2007.   DENR-Land Management Bureau will provide the data and working space while provinces will provide the manpower and computers.  The output of the project would be regional, provincial, city and municipal index maps.  The output map shall be base map for  themes that will be used for planning. 

    Project Monitoring

   The Regional Project Monitoring Committee undertook activities towards  stronger  local project monitoring councils (LPMCs) and   more efficient reporting system.

   Naga City Local Project Monitoring Committee, through the Search for Outstanding LPMC,  was adjudged as the Outstanding Local PMC for CY 2007.

   Reporting by AROs  and LGUs was facilitated by the operationalization of the  RPMES On-line (www.neda5.net/rdc_web_2008/rpmesonline). The objective of RPMES Online is real-time monitoring. The physical status of projects of 19  agency regional offices and 12 local government units were reported and published in the web. The electronic reporting system facilitated the submission of reports from the local PMCs and RLAs to the RPMC then to the National PMC.  

   The RPMC conducted field inspection activities on 40 projects (see Annex B).  It gave priority to foreign-assisted projects, those with presidential directives and those in the SONA.  Among them were the Bicol River Basin Watershed Management Project (BRBWMP), Southern Luzon International Airport, Andaya and GMA highways. 

    Organizational matters

   RDC 5 supported the reinstatement of  DOH, DFA, DOLE, DAR and DILG to the Regional Development Council following the issuance of Administrative Order 231 reorganizing the NEDA Board Committees.  By virtue of two  executive orders (EO 755 and EO 562) these agencies continue to be members of the RDC in recognition of their valuable role in regional development.

   More effective and wider participation of private sector representatives in the Council was supported by the RDC with the approval of  the additional membership of the PSRs in the sectoral committees under Resolution No. 31 (s. 2008).

   The RDC members provided inputs to the study of RDC region 2 on RDCs by responding to a   survey questionnaire asking if the RDC should be abolished, strengthened or expanded  given the present environment. 

   One of the mandates of the RDC is to monitor the inflow of investments in the region. It is observed that the flow of investment in the region has been sluggish due to the high cost of doing business brought about by several factors such as high cost of power, transportation, security issue, financing  and cumbersome regulatory system. The RDC passed Resolution No. 33 (s. 2008) creating the  Regional Investment Promotion Committee (RIPC)  to facilitate inflow of investments into the region  RDC.  The RIPC conducted its reorganizational meeting on August 6.

DILG Region 5 met with concerned national government agencies (NGAs) on   14 November.  An inventory of plans required by NGAs  from LGUs will be  prepared by DILG based on submissions by NGAs .
