   Principles and Concepts

1. Urban-Rural Integration, referring to the interactions of processes of growth leading to bigger production scale, diversification of products and changes in the quality of preferences and demand and supply of both sectors.

2. Sustainable Development, referring to the need for local action to address global problems of natural resource degradation and depletion.  It applies to a balance between consumption and production even as these are projected into the future, such that the natural base of basic human needs (for food/water, clothing, shelter, health, aesthetics, etc.) is not jeopardized.

3. Poverty Alleviation and Equity, by addressing the lack of access of the poor to productive resources, education, technology and social services (financial, physical, institutional), of hope and perseverance, etc.

4. Participatory Development both as a democratic principle but a practical solution to development problems that government alone cannot solve.  These problems are those that directly linked to the need for the proper management of local resources and to people’s own development.

5. LGU-Led Development, which places emphasis on the role of LGUs in planning and implementing in their respective areas of jurisdiction.  The LGUs of LINDGC areas must however work within an integrated development framework, which is regional in scale and shall be placed under the overall management and supervision of the LINDGC Board and the RDC.

6. GO-NGO-Business Sector Coalition, recognizing the presence of a well-organized and active coalition for regional development for Bicol.  NGOs and the private business sector will become active partners for the development of LINDGC.

   Master Plan Objectives

1. LINDGC Vision Statement: All Bicolanos shall pursue this shared vision --

“A SOCIALLY, ECONOMICALLY, AND POLITICALLY STABLE REGION OF A UNITED AND EMPOWERED PEOPLE WITH A RICH BICOL CULTURAL HERITAGE, EQUITABLE SHARING AND ENJOYING THE FRUITS OF A SUSTAINED AGRI-INDUSTRIAL GROWTH, SUPPORTED BY ADEQUATE INFRASTRUCTURE, STRONG AND RESPONSIVE LOCAL GOVERNANCE AND RATIONAL UTILIZATION OF RESOURCES.”

Development Framework

   A Multi-Nuclei Satellite Development Strategy (MSDS)

   The Master Plan Study took into consideration not only the static information given by available socio-economic data but also tried to relate these information to emerging plans, policies and development trends.  This involved an overlaying of present and planned physical accessibility attributes, over settlement agglomeration and socio-economic and physical characteristics.  A spatial development framework evolved which implied the development of the primary growth centers of Legazpi City and Naga City, to be complemented by secondary growth centers in Pamplona, Iriga City and Daet.  In addition, Sipocot and Ligao are identified as Transport Nodes, while Pili and Guinobatan shall serve as Technology Resource Centers.

   The development framework envisioned involves a “Multi-Nuclei Satellite” Development Strategy (MSDS).  The framework envisions guided growth at selected areas complemented by strategic dispersal of growth at the influence areas.  It is a pronounced deviation from the traditional ribbon development now occurring along the Maharlika Highway which may induce a detrimental concentration of growth along the Corridor. Instead the MSDS induces a natural environmental control through the preservation of low density agropolitan areas.

• Proposed Land Use Plan, based on land capability indicators and recognizing the need to protect prime agricultural lands and critical watersheds and forest lands.

• Phasing of Development

Phase 1 (Year 1-5)

   The initial phase of LINDGC development shall focus on improving the performance of the agriculture sector as that sector must not only be able to provide food for people and feed for livestock but also sufficient surplus to feed industry and trade.  Likewise during the initial phase, basic infrastructure for urban-rural integration such as farm-to-market roads, telecommunications and marketing facilities would have to be improved to prepare for subsequent phases.  Initial RAICs shall have been implemented (e.g., in Legazpi City, Naga/Pili, Ligao).  Priority tourism sites and access infrastructure  developed.

Phase 2 (Year 6-10)

   Toward the end of Phase 1, agricultural production shall have improved substantially, paving the way for expansion and diversification, and provision of modern post harvest and processing facilities.  Private investments in tourism sites and services shall be demand driven with the expected increase in number of local and foreign visitors.  Other RAIC sites shall have been established.  A hard sell investment promotion will be in full swing.

   A Regional Trade Center Building shall be constructed which will house the LINDGC Management Office.

Phase 3 (Year 11-15 and onwards)

   Phase 3 shall see the continuing promotion of the investment promotion for the growth corridor as well as timely response to new urban needs such as modern waste disposal systems, air pollution control, increased housing requirements, recreational facilities, etc.
