RDC Endorsements
All program/project proposals endorsed to the RDC for action must be
submitted to the RDC Secretariat for technical evaluation. The
program/project, before it shall be acted on by a sectoral
committee, the ExCom and the RDC Full Council, shall be reviewed and
evaluated by the RDC Secretariat in accordance with the following
criteria:

Consistency
with the regional development plan;

Technical,
financial and economic feasibility, economic acceptability and
sustainability;
-
Endorsement/s
by the appropriate council/s;
-
Funding and
implementation requirements; and
-
Necessary
documentation.
The RDC Secretariat may request the technical staff of other
agencies, including private sector groups, for assistance in
evaluating proposed programs and projects. The following guidelines
shall be observed in processing requests for RDC endorsements:

The proponent
agency (RLA, GOCC, SUC) or LGU shall submit the proposal or
request to the RDC Secretariat for evaluation;
-
Private
sector organizations must submit project proposals through the
appropriate government agency (LGU, RLA, GOCC, or SUC) if the
proposed program/project is for national government or ODA
funding;
-
Projects
proposed for implementation in a particular municipality, city
or province, must be evaluated, prioritized, and endorsed by the
local development council before submission to the RDC
Secretariat;

A Provincial
Development Council (PDC) endorsement is required for proposals
of RLAs, GOCCs, (and LGUs within the province) for projects to
be implemented province-wide or in a particular municipality or
component city;

A City
Development Council (CDC) endorsement is required for proposals
of RLAs, GOCCs, and the city itself, for projects to be
implemented in highly urbanized cities or independent component
cities;

The
Secretariat of appropriate sectoral committee shall evaluate the
proposal. The evaluation shall include, but not limited, to the
following:
-
verification of data and information;
-
consultation with relevant agencies and resource persons;
-
completeness of the required supporting documents (i.e.,
Feasibility Study or Comprehensive Project Profile,
endorsement by concerned local development council,
endorsement by the Board of Trustees in case of SUCs,
concurrence of concerned agency for projects proposed by
LGUs).

The
Secretariat shall determine the RDC action needed and refer the
documents to the appropriate agencies. The Secretariat shall
prepare the brief and draft resolution for discussion and
approval by the sectoral committee;

The proponent
must be present during the sectoral committee meeting to explain
the proposal or give more information when required by the
committee members;
-
Proposals
recommended by the sectoral committees for RDC endorsement shall
be included in the agenda of the RDC Full Council or the RDC
Executive Committee meeting for approval;
-
An urgent
request for endorsement may be presented directly to the RDC
Full Council or Executive Committee provided the proponent shall
submit: a written explanation on why the request must be acted
on immediately by the RDC; and the required supporting
documents. A request is considered urgent if the RDC action is
needed prior to next RDC Full Council or Executive Committee
meeting;

An urgent
request for endorsement must be reviewed by the concerned
sectoral committee chairman and the RDC Secretariat for
evaluation as to the required supporting documents and the
appropriate RDC action; and
-
Only
proposals that have complied with the basic requirements shall
be endorsed by the RDC Secretariat for inclusion in the agenda
of the RDC Full Council or Executive Committee for discussion.
