Operating Policies of Sectoral Committees

The Sectoral Committees shall be guided by the following:

  1. All actions of the sectoral committees shall be in the form of resolutions;

  2. Matters endorsed by the sectoral committees shall be included in the agenda of the RDC full council for approval or confirmation;

  3. Proponents seeking endorsement of programs/projects must secure prior endorsement from the concerned local development council/s.  Draft resolutions shall be prepared by proponents and submitted to the RDC Secretariat together with project profiles and other supporting documents.  Proponents must be present in the meeting when their proposals are scheduled for discussion;

  4. All proposals and draft resolutions shall be evaluated by the RDC Secretariat.  The evaluation shall include, but not limited to, verification of data, consultation with relevant agencies and resource persons and preparation of briefs/ discussion papers for the guidance of the sectoral committee;

  5. Programs/projects will only be discussed/deliberated on upon the presence of the proponent or his authorized representative;

  6. The proponent or his authorized representative should present the project and its details during committee meetings. Failure to do so will result to the deferment of the discussion of the project proposal;

  7. A simple majority shall constitute a quorum;

  8. Members may send representatives to sectoral committee meetings who shall be allowed to vote only when authorized in writing by the regular member; and

  9. The four technical divisions of the NEDA regional office shall be the principal technical staff and secretariat of the sectoral committees to wit: Plan and Policy Formulation Division for the Development Administration Committee;  Knowledge Management Division for the Social Development Committee; Project Monitoring and Evaluation Division for Infrastructure Development Committee; and Project Development, Investment Programming and Budgeting Division for Economic Development Committee.  The division chiefs shall be the sectoral coordinators while the supervising economic development specialists shall serve as sectoral committee secretaries.

  10. Two absences by the SECCOM officials shall be a ground for the  committee to recommend to the RDC Full Council to institute whatever action is deemed appropriate.

  11. LGUs shall be invited to attend the SECCOM meetings but they shall not   be counted in determining the quorum.
