The
Regional Project Monitoring Team (RPMT), composed of representatives
from the Department of the Interior and Local Government (DILG),
Project Management Staff (PMS-OP), and the National Economic and
Development Authority (NEDA) continued to pursue the field
inspection activities of the Regional Project Monitoring System (RPMES).
The monitoring team inspected projects funded from the Calamity
Assistance Rehabilitation Efforts (CARE) Fund and from the regular
funds of the Department of Public Works and Highways (DPWH) being
implemented in Legazpi City, Daraga and Guinobatan, Albay.
Arimbay Bridges Approaches
The
project, which is located in Arimbay, Legazpi City, involves the
repair/restoration of the damaged bridge approaches. The scope
of work involves the repair of a 210 meter bridge approach both
sides, including the concrete of the drainage system. The
project cost is about P 5 million.
   
   
   
   
The
project was implemented in June 26, 2007 and was completed in
October of the same year. Early hardener was used for the
concrete pavement in order for the structure to be cured in a
period of seven days. The project did not encounter any
problems during the implementation of the project as the
right-of-way problem earlier encountered by the bridge
construction project has been settled.
Arimbay River Control
The Arimbay River Control project is also located in barangay
Arimbay. The project aims to repair/restore and extend the 200
meter boulder dike with concrete facing. The dike was severely
damaged by typhoon Reming, thus, is one of the projects funded
out of the CARE fund. The use of sheet piles was incorporated
in the project to ensure the durability of the structure. Also
included in its scope of work is the dredging.
   
   
   
   
The need for
the project was justified since it will protect the Arimbay
Elementary School and some purok that are at risk of flooding.
The dredging activities are sometimes put on hold because the
bulldozer being used is damaged due to the boulders that were
encountered. This project costs PhP 10 million.
By-Pass/Alternate Road (Chinese Cemetery Section and River
Control
   
   
   
   
One of the
worst damaged infrastructures in Albay is the By-Pass/Alternate
Road (Chinese Cemetery Section) in Legazpi City including some
portion of the river control structure in the Yawa River was
washed out. The CARE budget is funding the restoration of the
1.51 meter roadway and the rehabilitation of the river control
structure which includes dredging activities.
The
project costs P 21 million for the roadway and P 17 million for
the flood control structure. Sheet piles were also utilized in
this project.
To date,
restoration works for both projects are still on-going.
Busay River Control and Spillway
   
   
   
   
This roadway leading to the world famous Cagsawa Ruins in
barangay Busay, Daraga, Albay was severely damaged by typhoon
Reming. With the CARE fund, restoration of the river control
structure and the spillway are slowly being realized. The
implementation of the river control structure is slowed down due
to occasional heavy rains which rendered the site unworkable.
Turbulent flow of water along the Busay river is experienced,
which added to the inability of the workers to continue with
their rehabilitation works. Dredging works are also undertaken
after a heavy downpour. To date, the project is on-going.
Projects in Guinobatan, Albay
Among
the projects damaged by the typhoon include the Bobulusan Bridge,
Masarawag River Control and San Francisco River Control. Except for
the Bobulusan Bridge wherein the entire pipe culvert was washed out
and new Reinforced Concrete Deck Girder (RCDG) Bridge will be
constructed. The other two involves the restoration of the damaged
dikes including dredging works.
For
the Masarawag project, right of way problems were encountered.
However, these were resolved thus continuous implementation of the
project was undertaken.
All three projects
are funded out of the CARE fund.
Travesia Bridge
The
Travesia Bridge is one of the major infrastructure projects
severely damaged by typhoon Reming. The bridge is located at
Travesia, Guinobatan, Albay along Maharlika Highway, the major
link of the Bicol Region to Manila and the Visayas Provinces.
   
   
   
   
Completed Travesia Bridge
After the typhoon Reming , the base at the left side of the
bridge was damaged. This rendered that portion of the bridge
impassable, thus resulted to a one-way traffic. Travel time
from Bicol to Manila and Manila to other parts of the Visayas
was delayed because of heavy traffic. Perishable goods were
also seldom shipped by land because it might result to spoilage
of goods. As a result, the economic activities in the region
were affected.
The DPWH Regional Office, through the headship of Engr. Orlando
B. Roces, did not spare time in constructing a bailey bridge,
which will serve as a temporary bridge for use of the vehicles
plying the route. Upon receipt of funds from CARE in March
2007, bridge reconstruction started.
The bridge was finally completed in December 5, 2007, three days
ahead of its target. Thanks to the able men from the DPWH. With
their commitment, dedication and hard work, the smooth flow of
traffic in the area was resumed.
