PROJECT IMPLEMENTATION REPORT CY 2006

   As carried out during the earlier implementation of the Regional Project Monitoring and Evaluation System (RPMES) in the previous years, the Regional Project Monitoring Team (RPMT), the implementing arm of the RPMC, started the year off with the initial identifications of various activities of the RPMES. As a result of which, the draft of CY 2006 RPMES Work and Financial Plan  (Annex A) was crafted during, working on a re-enacted budget of PhP 600,000.00. The team also initially identified the projects to be monitored during the year, thus the establishment of the year's Field Monitoring Plan (Annex B). Requests and coordination activities were undertaken in the first quarter of the year for the submission of the list of CY 2006 approved development programs/projects of various regional line agencies, GOCCs and SUCs in the region for monitoring purposes.

   Following the team's meeting during the first week of the year, the Regional Project Monitoring Committee (RPMC) met. This was finalize the year's Work and Financial Plan of the RPMES. On the granting of the honoraria, it was agrred that RPMT members who are non-NEDAns can collect honoraria. Director Olayon of the Department of Budget and Management (DBM) 5 suggested to allot an amount for the Search for Outstanding Local Project Monitoring Committee was alloted for possible granting of cash incentives and for the continued advocacy of the Search. This is to ensure the operationalization of the RPMES at the local level.

   Desk monitoring was also undertaken during the year. These were, however, not undertaken as scheduled due to late submissions from concerned entities, Likewise, the updating of the RPMES webpage, in response to NMPC's call for e-reporting, is not fully undertaken due to the office's shift to Linux, thus posing a problem specifically for the Window-based RPMES Software. Nevertheless, the Secretariat came up with quarterly summary reports and were presented during RPMC  meetings.

Actions/Major Accomplishments

   One innovation introduced for the year was the conduct of roving RPMC Meetings, as suggested by Director Capili of the Office of Civil Defense (OCD). Meetings will be done at the different provinces. This is to encourage the local PMCs and the same time send a message to them that the RPMC is doing its job. Also suggested was the synchronization of the RPMT monitoring activities with the RPMC meetings, that is, conduct visits on the first day then discuss findings during the RPMC meeting the next day.

   The agreed roving RPMC meeting was carried out during the second meeting of the RPMC. The meeting was done at the Provincial Capitol Building of Virac, Catanduanes. On the day before the meeting, the RPMT conducted site inspection of the Catanduanes Circumferential Road Improvement Project.

   Due to financial constraints, however, the succeeding meetings were done at the NEDA Regional Office. A total of four meetings (quarterly) were undertaken during the year.

   The publication of the RPMES called The Project Monitor, supposed to be an annual publication, was cancelled, instead, a regular feature on the RPMES activities was included in the December Updates, a quarterly publication of the Regional Development Council (RDC) 5.

Major issues and actions discussed during these meetings include:

  • Specific for Catanduanes PMC, to conduct a monthly coordination meeting and monitoring of the Catanduanes Circumferential Road Improvement Project to resolve problems immediately.

  • The provincial and city PMC chairman will be invited to RPMC meetings.

  • In the light of E.O. Numbers 553 and 564, RPMES activities will be status quo.

Field Inspection Activities

   Continued field inspection activities were undertaken during the year. Among the projects inspected include:

  • Cagmanaba Bridge, Oas, Albay

  • Bonga Bridge, Libon, Albay

  • Alisoso Bridge, Ticao island, Masbate

  • Tuuban Bridge, Ticao Island, Masbate

  • Abraham Bridge, Ticao Island, Masbate

  • Crossing-Interior Bridge, San Jacinto, Masbate

   The field inspections scheduled during the fourth quarter of CY 2006 for projects located in the provinces of Masbate and Sorsogon were not pursued because of Typhoon Milenyo. Monitoring reports of the inspected projects were presented during the RPMC meetings. Findings and recommendations relative to the projects were acted by the Committee. Field monitoring reports of the above stated projects are shown in Annex D.

Other Significant Developments

   LPMC Reactivation

   After a year-long wait Legazpi City PMC was finally awarded with a Plaque of Recognition for its valuable contributions to the monitoring efforts of the RPMC. This award for the previous year's (2005) LGU performance. The award was conferred during the second regular meeting of the RPMC held at Virac, Catanduanes.

   For the second quarter of the year, it was noted that a total of 41 local government units, at the provincial, city and municipal levels, became enthusiastic on the organization and making their local PMCs active. This may be attributed to the fact that the LGUs are now vigilant on the way projects are implemented in their locality and of course through the efforts of the Department of Interior and Local Government (DILG), which continually reminds and encourages the LGUs to participate. These PMCs have submitted their year's Work and Financial Plans as well as status report of projects in their jurisdiction.

   For CY 2006, initial evaluation was done by the Secretariat, and came up with the following awardees: Camarines Sur Provincial PMC and Legazpi City PMC for the provincial and city category, respectively. like the previous awardee, a Plaque of Recognition will be given to these PMCs. The RPMC is still anticipating a more comprehensive RPMES reporting from the local PMCs, and thereby be able to come up with a grand winner ad Outstanding Local Project Monitoring Committee.

   Restructuring of the RPMES

   With the issuance of Executive Orders 553 (Establishing an Infrastructure Monitoring Task Force) and 564 (Restructuring the Infrastructure Monitoring System), which were issued on the latter part of the year, the RPMC opted to continue with the RPMES until such time when a directive to stop RPMES implementation is received. A lot of gray areas noted in the issuances, thus the need to be clarified on the matter.

   Annual RPMES Forum

   The Annual RPMES Forum was held last December 8, 2006. One of the items discussed were EOs 553 and 564. As per agreement, the RPMES will be status quo. Also agreed during the said forum was the conduct of Results Monitoring and Evaluation (RME) at the local levels.
