Request for fund assistance from GMA for
Libmanan-Cabusao dam topographic survey ok’d
Libmanan-Cabusao Dam Project have prompted four municipal mayors of
the project area to pass a joint resolution requesting President
Gloria Macapagal-Arroyo to finance a much-needed topographic survey
needed in crafting action plans on flood-mitigation measures for the
affected inhabitants. The mayors asked for a P7 M funding assistance
for the survey of the dam’s upstream, which request was favorably
endorsed by the RDC5 during its September 3 meeting.
The
consensus arose during a meeting called by ASec Tomasito B. Monzon,
Project Director of the Bicol River Basin and Watershed Management
Project (BRBWMP), last July 14, 2009 that was attended by
representatives of the National Irrigation Administration (NIA), the
LGUs concerned and other involved line agencies.
While the construction of the Libmanan-Cabusao Dam is on its initial
stage of implementation by the NIA, Mayor Raul M. Matamorosa of
Lupi expressed apprehension over the flood mitigation measures to be
undertaken by the line agencies, stated the joint resolution.
There are areas on the dam’s upstream that will be submerged because
of the project, and some of those areas are inhabited. To safeguard
the lives and properties of the inhabitants of Lupi and Sipocot, the
resolution cited the need to conduct a topographic survey to
identify those areas inhabited in order to take possible relocation.
The
dam construction is being implemented by the NIA to address the
irrigation needs of Libmanan and the neighboring towns of Cabusao,
Lupi and Sipocot.
