CHAPTER 3  ENVIRONMENT AND NATURAL RESOURCES

 

Watershed Management Rehabilitation and Protection

 

   The following were the accomplishments of the sub-sector in line with the objective of conserving the natural resources, at the same time enhancing and protecting the environment towards alleviating poverty.

 

   For CY 2006, the performance of watershed management declined compared the previous year’s accomplishment. The sub-sector was greatly affected by typhoons Senyang, Milenyo and Reming that devastated the region’s forest and natural resources.

 

   Under the NIPAS law, the operation of 17 Interim Protected Area Management Boards (PAMB) was institutionalized in the 17 identified Protected Areas in the region and manages a total of 60,879 hectares of protection area. The demarcation on the ground of Tugbo Watershed Forest Reserve was implemented and boundaries were delineated under the management of the Tugbo PAMB. Likewise, the remaining 196 kilometers of forest boundary were delineated in the province of Albay and Catanduanes.

 

   A total of 83,300 vegetative measures through enrichment planting were undertaken in Daet River Watershed in Camarines Norte and the Management Plan of Matogdon River Watershed was submitted for approval as one of the priority areas for protection.

               

   The Green Philippine Highways was launched in August 2006 which planted a total of 40,138 seedlings in the stretch of 470.73 kilometers from Sta. Elena to Matnog, Sorsogon which was participated in by different sectors.

 

   Reforestation of the watershed was pursued with a total of 783,001seedlings of various species produced and distributed to LGUs/general public which established a total of 1,430 hectares of tree plantations. However, typhoons Milenyo and Reming devastated the tree plantations.

 

   The assessment of wetland areas was conducted in the following areas: Malawmawan island in Castilla, Sorsogon, Doncilla Island  and Ponong wetland in Magarao, Camarines Sur and San Pedro and Sta Ana wetland in Mobo, Masbate. Lakelets Manapao, Makuao and Katugday in Buhi Camarines Sur were recommended as critical habitat per Republic Act 9147.

 

   The rehabilitation, management and protection of 13,499 hectares of existing mangrove forest was undertaken and six provincial Mangrove Management Plans were prepared. Likewise, twenty hectares of new mangrove plantations were established in ten coastal municipalities in the region. Municipalities were assisted in the establishment of their fish sanctuaries.

 

   The Community Based Forest Management (CBFM) envisioned to have a self-reliant community in the upland and coastal areas to ensure sustainability in forest management, has developed a total of 97 hectares agro-forestry farms and assisted about 18 livelihood projects in the communities. This registered only about 0.23 percent of the targeted 19,904 hectares for the plan period 2004-2010.

 

   Under the Forest production and utilization, a total of 430 application permits, leases and agreements pertaining to forestland utilization and conservation were issued to applicants. The continued validation, assessment of production forest areas was conducted to determine their best land uses and appropriate tenurial instruments were conducted in 9,005 hectares in the province of Masbate which showed a 0.38 percent decrease compared to last year’s performance. 

 

   Distribution of alienable and disposable lands to beneficiaries were conducted and a total of 3,989 free patents were issued and 5,405.90 hectares of lands were distributed to beneficiaries of CARP which showed a decrease of 0.13 percent over CY 2005   accomplishment.

 

   Under forest research and technology development, a total of seven research studies were conducted and two technologies were packaged and 5,424 quality planting materials were produced in support to the wood and non-wood based industries in the region during the plan period 2005-2006. The tree plantation technology was packaged for Malapapaya for adoption and 160 seedlings were distributed for trial planting of farmers. Brochures for raising Tubang Bakod were produced in response to the call of President Aroyo for alternative sources of energy.

Mineral Industry Development

   The year 2006 was characterized by a temporary setback in the mining industry.  This was attributed to the suspension of the mineral processing operations of the Rapu-Rapu Polymetallic Project. The aftermath of the two mine tailing spills in October 2005 caused agitation among anti-mining advocates. Government took action through the Department of Environment and Natural Resources (DENR).  A fact finding commission was created to look into the matter and to provide recommendations. However, the mining operations of the Rapu-Rapu project continued for the rest of 2006.  As of end of December 2006 the mineral processing operations remained suspended. As an offshoot of the tailing spills, no new jobs under large scale mining was generated. During the same year, the Goodfound Cement Manufacturing Corporation located at Camalig, Albay continued to produce good quality cement. The primary material used for production was mined in the municipalities of Camalig and Guinobatan, Albay respectively.      

 

   Four small scale mining projects continued their operations in 2006. These are the Aroroy Gold Rush, the Siruma Clay, the Paracale-Panganiban People’s Small-Scale Mining Area and the Larap iron Project. Three  mineral exploration activities were undertaken in 2006 (Table 2). These were the exploration from iron ore in barangay Balocawe, Matnog, Sorsogon and the exploration for gold and copper in Ragay Camarines Sur.

 

   The drilling for iron ore is still on-going. The exploration permit is in the process of renewal but peace and order problem hampers the activities. For the exploitation of gold and copper, the proponent private mining firm has already drilled 10 holes and has executed a letter of agreement with Royals Oxiana Philippines.

 

   The other large scale mining on the pipeline is the Aroroy Gold Project in Masbate. Filminera Resources Corporation completed the feasibility study for the Aroroy Gold Project. Negotiations with foreign investors are on-going. Construction of facilities is targeted to start in the last quarter of 2007.

 

   Significant accomplishments under the geosciences sector for the year 2006 were: geohazard survey/assessment and geologic mapping. For geohazard survey/ assessment, 43 municipalities in Albay, Sorsogon,  Camarines Norte and Camarines Sur were the recipients of the activity.  Priority areas identified in the maps were the flood and landslide prone areas.  Six layers of maps were prepared for each local government unit to guide them in disaster preparedness and risk reduction.  Geologic mapping was conducted in the Gubat quadrangle consisting of 30,000 hectares.
