CHAPTER 16 GOOD GOVERNANCE
Good governance leads to a society
with stable, transparent and effective political institutions.
It is a collaborative effort of the public sector, the business
sector in creating wealth and employment, and of civil society
in promoting moral values and accountability. It is guided by
three interrelated principles, namely: (1) a sound moral
foundation; (2) a philosophy of transparency and accountability;
and (3) an ethic of effective implementation. Through the
successful implementation of such principles, the delivery of
basic services to the people and ethical standards of society
shall be improved and institutions of governance shall be
strengthened.
