CHAPTER 4 HOUSING CONSTRUCTION
The housing sector produced 2,696 units of
housing assistance in 2006 valued at P 368.78 M.
This output is higher by 17 percent compared to the 2005
figure and is equivalent to 14 percent of the housing target
for the medium-term. The combined output for the three year
period (2004-2006) is on track to accomplish the target set
in the housing plan.

Housing for All
Only Institutional Loans and Abot-Kaya Pabahay
Program registered positive growth in 2006 compared to
2005 as shown in Table 1. The output of the former
represents 47.37 percent of the fighting target and will
achieve its target for the medium term. Local Housing
Program (LHP) registered a negative growth but already
achieved its medium-term target in 2004. Key shelter
agencies that implement the rest of the major housing
programs will have to double their efforts in order to
achieve targets set in the plan.
Although Community Mortgage Program (CMP),
Pag-ibig Housing Loan Program (PHLP) and LHP showed
negative growths, it also accounted for 44 percent of
the total housing output for the year with a total value
of P277.96 M which was more than 75 percent of
the total housing investments. The Home Development
Mutual Fund (HDMF) is implementing the PHLP which
released a total of
P260.247 million to 697 fund members. The National Housing
Authority (NHA), on the other hand, is implementing CMP
and LHP which released
P15.8081 M and
P1.90 M, respectively that benefited a total of 492 families.
Abot-Kaya Pabahay, which is being implemented by
the Home Guaranty Corporation (HGC), registered a
positive growth of more than 88 percent compared to the
previous year. The performance of this program is
dependent upon the Home Development Mutual Fund. Only
when HDMF taps the guaranty corporation to enroll
projects under its guarantee program will these accrue
to the Abot Kaya Pabahay Program.
The Emergency Housing Assistance Program (EHAP)
of the NHA did not register any accomplishments because
of lack of funds.
Several measures were adopted by the sector to
make housing loans more available and affordable:

Adjustments in the ceilings of loan packages, to
wit: i) Socialized Housing (P300,000 and
below), ii) Low Cost Housing Level I (P300,0o0-P500,000),
iii) Low Cost Housing Level II (P 500,000-P
1.25 M), iv) Low Cost Housing Level III (Above P
1.25 M to P 3.0 M, and v) Open Housing (Above
P 3.0 M).

Reduction in interest rates of Pag-ibig housing
loans: i) up to P 300,000 – 6%, ii) over P
300,000 to P 500,000 – 7%, iii) over P
500,000 to P 1.0 M – 10.5%, and iv) over P 1.0 M to
P 2.0 M – 11.5%.

Collection efforts for Pag-ibig fund members were
intensified. Higher membership level means more
funds available for housing.

Moratorium
on GSIS housing loan payments for five months and on
Pag-ibig housing loans for six months to provide
relief for fund borrowers affected by the three
typhoons in 2006.

Short-term
loan program made more available. Minor house
repairs could be made through financing under
short-term loans.
Security
of Land Tenure
The President issued several proclamations to provide
security of land tenure to urban poor and informal
settlers in the region. Proclamation 40 involves 139
hectares of unutilized properties of the Philippine
National Railways (PNR) in Albay and Legazpi City and is
expected to benefit 4,800 families. The Legazpi City
Government had already purchased a portion of the
property located in Looban, Barangay Peñaranda as a
pilot area for socialized housing. A Certificate of
Entitlement for Lot Award or CELA was awarded to 81
families and 13 are still for validation by the Awards
and Arbitration Committee.
E.O. No. 90 declared the property of the
Department of Public Works and Highways (DPWH) in Bulan,
Sorsogon as a socialized housing site that will benefit
716 families. The masterlisting of beneficiaries was
completed and CELA were granted to the beneficiaries.
The local government conducted subdivision survey of the
area and is awaiting approval by the Land Management
Bureau of the DENR.
Proclamation No. 593 covers barangays Caroyroyan
and San Jose in Pili, Camarines Sur. The Implementing
Rules and Regulations is being finalized and actual
survey is being conducted for the proposed delineation
of areas and to determine the number and lot allocation
for each agency beneficiaries. The property has a total
area of 160 hectares. Proclamation No. 653 covers a
parcel of land in Barangay 2 - EM’s Barrio South,
Legazpi City. The proposed beneficiaries are 157
families but this number may decrease due to a 69 KV
right-of-way limit of Transco that traversed the area.
Employment Generation
The housing sector provided 21,568 units of jobsin 2006 which is higher by 21.11 percent compared to last
year’s output and represents 14 percent of the total
sectoral target. Given this trend, the sector will most
likely achieve its targets for the plan period.
