Internal security
operations (ISO) in the Bicol region, particularly
anti-terrorism activities, counted on the collaborative
efforts of the various branches of the Armed Forces of the
Philippines (AFP) and the Police Regional Office 5 (PRO 5).
Complementary to
the implementation of Project Andam, an internal security
campaign plan, the PRO 5 pursued its regular ISO
intelligence approaches as follows:

Special Intelligence
Project Adarna. This effectively detected, identified,
monitored and neutralized the members and leaders of the
Bicol Regional Party Committee (BRPC) and of the New
People’s Army.

Special Intelligence
Project Maya Costa. This complementary operation
helped detect, monitor and neutralize BRPC and NPA
operations in the region.
Armed
confrontations with insurgents recorded a total of 41
encounters, of which nine were PNP-initiated and 10 were
joint AFP/PNP-initiated. These resulted into the
neutralization of 65 communist terrorists (CTs) and the
recovery of 56 assorted firearms.
Counter-intelligence efforts resulted into the conduct of
763 complete background investigations, 1,269 partial
background investigations, 465 security clearances, 388
security surveys, and 419 security inspections.
Relatedly, Project
Cattleya, the military’s legal offensive strategy, resulted
into the filing of 78 cases in court against CT
personalities in the region.

Community Relations
Project
Tinampo. This assisted the AFP in its ISO by
clearing the urban centers and the highways of terrorism and
extortion activities. Its strategy involved establishing
police community precints in strategic areas along the main
supply routes (MSRs) in the Bicol Region thus making the
highways safe for commuters, vehicles and commodity
transport.
Serbisyong
Impormasyon ng Gobyernong Mabilis sa Aksyon (SIGMA).
Military participation forms the package of community-based
information and management services made available by
different government agencies at the barangay level. A total
of 260 SIGMA centers were established and operationalized
regionwide.
Outstanding
Lupong Tagapamayapa Awards. The DILG Region 5,
committed to promote peace and order through settling of
disputes by Mediation and Conciliation Proceedings at the
grassroots level, held the annual search for Outstanding
Lupong Tagapamayapa in different categories on September 20,
2006. The Lupon Awards aimed to provide recognition to
Lupons with exemplary performance in the implementation of
the Katarungang Pambarangay Law. The awardees were: Barangay
18, Cabangan West, Legazpi City (Component City Category);
Barangay Kalamamunding, Labo, Camarines Norte (1st to 3rd
Class Category); and Barangay Poblacion, Tigaon, Camarines
Sur (4th to 5th Class Category). The Regional Awards
Committee was composed of representatives and evaluators
from the Regional Trial Court (RTC), Regional Peace and
Order Council (RPOC), Philippine National Police (PNP),
Integrated Bar of the Philippines (IBP) and People’s
Organization/Non-government Organizations (NGO/PO).
