Executive Summary

   The series of annual Regional Development Reports (RDR) are produced by the National Economic and Development Authority (NEDA) Regional Office 5 pursuant to its progressive review of the overall implementation of the Medium-Term Regional Development Plan (MTRDP)2004-2010. While the said Plan was updated halfway in its implementation in 2007, the CY 2007 RDR was still based on the accomplishments in relation to the strategies and targets set in the Bicol MTRDP 2004-2010.

   Under the former Plan, the region focused on its goal of poverty reduction guided by President Gloria Macapagal-Arroyo’s 10-Point Agenda for national development.  Following is an outline of the highlights of Bicol’s contributions to the 10-Point Agenda. The assessments of the various other sectoral accomplishments are presented in individual chapters of this report.

1. Create 6-10 million jobs. Create 100,000 jobs per year. Average increase in employed persons by 72,000 in 2004 and 55,000 in 2005; average decrease in employed persons by 30,000 in 2006.

Average increase of 8,000 employed persons in 2007.

2. Education for all children in computer- equipped schools. Construct schools in school-less barangays. As of 2005, the number of barangays without elementary schools was reduced from 173 to 38; the number of incomplete elementary schools decreased from 380 to 261 as of 2006.  
  Construct 451 elementary and secondary classrooms. Constructed 2,696 elementary and secondary classrooms from 2004 to 2006. 9,853 classrooms were rehabilitated and constructed in 2007. Substantial increase was noted because of the extensive damages to school buildings caused by typhoons in 2006.
  Expand college/S&T/ tech/voc scholarship to qualified poor families. 49,279 qualified poor students provided various scholarships from 2004 to 2005.

  Provide computers in every school. 1,776 computers provided to elementary and secondary schools from 2004 to 2005.  
3. Achieve a balanced budget by 2009. Increase revenue collection. BIR collections: 2004-higher than the previous year and 96 percent of target; 2005 & 2006 - higher than the previous years and 103 percent of targets.

BIR 5 collection for 2007 was 31.46 percent higher than the 2006 level. BOC 5 increased its collection by 5.39 percent over the 2006 collection.

Region 5 partly contributed to an increase in the national    government's income in 2007.

4. Link the country through a network of transport and digital infrastructure. Develop the following major road links:    
  Libon-Marocmoc-Pantao Road Procurement of civil works contract on going as of March 31, 2007.

Under the CY 2008 DPWH Budget:  Libon-Bacolod-San Vicente-Marocmoc-Buga Road (Improvement of 1.6 km road).  Pre-construction activities.  No SARO received yet.  Implemented by Regional Office No 5.

Under RRNDP, 0.59 percent as of December 2007.

  Ligao-Pioduran Road 4.68 percent completed as of Sept. 25, 2006. 75.55 percent as of Dec. 2007.
  Catanduanes Circumferential Road Package I is 91.4 percent completed as of March 25, 2007. 100% (package 1).
  Lagonoy-Presentacion-Caramoan-Garchitorena-Guijalo Road

Maangas Bridge is 92 percent completed as of Sept. 25, 2006.

Five road projects are on going along the entire road section as of December 2006.

Under CY 2007 DPWH Budget:

a.   5 sections of Presentacion-Caramoan Coastal Road are on going.

Under CY 2008 DPWH Budget: (as of June 2008)

a.  Concreting of Presentacion-Garchitorena road (1.0 km) – 59.50 %.

b.  Presentacion-Caramoan Coastal Road concreting (1.0 km)  - No SARO received yet.

c.  Tigaon-Goa-San Jose-Lagonoy-Guijalo via San Vicente Road paving (0.90 km) – no SARO received yet

d.  Tigaon-Goa-San Jose-Lagonoy-Guijalo via San Vicente Road (0.7 km) – No SARO received yet.
  Masbate-Milagros Road Completed asphalt overlay.  
  Sorsogon-Bacon-Manito Road On-going construction of bridges along the road section. Widening of roads is on going. Completed.  Certificate of acceptance was issued on September 29, 2005.
  Putiao-Pilar-Donsol Road Completed asphalt overlay. Completed.  Certificate of completion was approved on March 5, 2007.
  Abuyo-Gubat-Ariman Road Completed asphalt overlay.  
  Develop the following RORO systems:    
  Central Nautical Highway -----    
  Cawayan, Masbate 54.32 percent completed as of January 2007. 99.88 percent as of June 2008.  Damaged by typhoon.
  Aroroy, Masbate First phase completed.  Second phase is 22.48 percent completed as of April 2007.  72 percent as of June 2008.
  Claveria, Masbate FS preparation on going. 50 percent as of June 2008.
  Boca Engano, Masbate FS being prepared by DOTC. Proposed project.
  Pasacao, Cam. Sur Completed. Programmed repair for CY 2007 of the typhoon-damaged back-up area has not started.
  Pantao, Libon, Albay Phase 1 completed; destroyed by Typhoon Reming. Phase II (back-up area) completed.
  Eastern Nautical Highway ---    
  Esperanza, Masbate Proposed. 55 percent as of June 2008.  Damaged by typhoon.
  Codon, San Andres, Catanduanes Proposed. 100 percent as of Feb. 25, 2007.
  San Vicente, Caramoan, Cam. Sur Proposed. 25 percent as of June 2008.
  Construction of new Legazpi Airport FS preparation is on going.  DOTC has allocated funds for site survey.  FS completed.  On-going procurement of consulting services for advanced engineering and detailed design.
  Rehabilitate/ Construct Mainline South Railway FS of Phase I is being evaluated by NEDA-PIS; FS for Phases 2&3 are completed but will be updated due to damages brought by the typhoons. Updating of FS.  Regional consultation revealed that Bicolanos opt for the modernization of the railway using standard gauge.
  Provide all barangays with access to digital telecommuni-cation. As of 2004, 9 percent of barangays are with landline services and 29 percent are with cellular mobile telephone system; Telephone density increased from 0.037 per 1000 population in 2004 to 2.12 in 2006; 49 percent of municipalities have internet access.  
5. Provide electricity and water to every barangay. Provide water systems to the following target households: Only data on the proportion of households with safe drinking water are available, i.e., from 82.7 percent in 2004 to 82 percent in 2006.  The decrease was due to the contamination of some water sources especially Levels I and II.

Proportion of households with access to safe water (levels 1,2,3) increased from 82 percent in 2006 to 83.8 percent in 2007 below the 85 percent target.

Energize the remaining 288 unserved bgys.

81 barangays were energized representing 28 percent of the target. Total barangay energization is 94 percent.  96 barangays or 33.33 percent of the plan target was energized in 2007. 14 barangays were energized in 2007.
6. Just conclusion to the peace process and an end to armed insurgencies. Adopt/ Implement the National Internal Security Plan with a holistic approach. Conducted “pulong-pulongs”, medical/dental missions, blood donation and information dissemination activities in threatened barangays; detected, identified, monitored and neutralized communist terrorists; awarded outstanding lupong tagapamayapa; continuously implemented Project Tinampo, Patrol 117; established community police assistance centers.

Supportive to Internal Security Operations, sustained military-community relations through intensified information dissemination activities, involvement in medical/dental civic action programs, assistance in disaster response operations, barangay defence systems, participation in environmental protection program, and continuous counter-terrorism efforts.
