F o r e w o r d

  

   The 2007 Regional Development Report (RDR) presents the accomplishments of the Bicol Region and its stakeholders in the attainment of the development objectives and targets set forth in the Medium-Term Regional Development Plan (MTRDP) 2004-2010.

 

   Prepared by the NEDA Regional Office 5 as the technical secretariat of the Regional Development Council (RDC) 5, the report includes inputs and contributions from regional government agencies, local government units, state universities and colleges and government-owned and controlled corporations, non-government organizations and the private sector.

 

   The report contains an assessment of the region's contribution to the 10-Point Agenda of the national government as well as an appraisal of the macroeconomic performance of the region for the year.  Significant events and developments that transpired during the year and which affected the region's macroeconomic performance are likewise highlighted.

 

   The 2007 RDR is divided into five (5) parts and sixteen (16) chapters, each representing a particular thrust and/or sector for development. To the extent possible, a comparison of accomplishments for the year in review and the previous year is also provided.

 

   The preparation of the document commenced on February 8, 2008 with the issuance of a Brief from the Secretariat during the first regular meeting of the RDC calling for the submission of annual reports and highlights of accomplishments from the different stakeholders in the region.  The drafts of the chapter reports were then presented during the sectoral committee meetings in July for additional inputs, comments and validation.
