   Housing

   Bicol Region needs 185,864 housing units for 2007-2010 which comprise a housing backlog of 29,256 units and future housing need of 156,608 units.  This translates to 46,466 units annually. The estimate was based on the doubled number of households, housing replacements, homeless households, annual household growth and substandard units.

 

   The housing sector delivered a total of 13,540 units of housing assistance1[in 2007 as shown in Table 4.1. Based on the housing demand for the period, the output represented 29.13 percent of the estimated annual housing need resulting to a backlog of 32,926 units.

 

   The 2007 output, however, was higher by 402 percent compared to the 2006 figure and is equivalent to 71 percent of the housing target for the medium-term. The combined output for the three-year period (2005-2007) accomplished the target set in the housing plan. 

 

   For the rest of the plan period, the sector shall continue to address the housing requirements of the formal and informal sectors particularly the socialized and low-cost housing categories.  The sector shall pursue strong linkages with client/sectoral groups for project identification and development, with private developers for joint venture arrangements, with government financial institutions for end-user financing and with local government units for the smooth implementation of resettlement projects.

Housing for All

 

   The National Housing Authority (NHA) 5 through its Housing Materials Assistance Program accounted for 85 percent of the housing output in 2007 amounting to PhP23.0 million. The program benefited 11,500 family beneficiaries in Albay and Camarines Sur who were victims of the two super typhoons in 2006. Its Resettlement Program completed 462 units located in two resettlement projects in the province of Albay, also for typhoon victims, valued at PhP22.41 million. These were the Anislag Resettlement Project Phase II in Daraga with 321 units and the Resettlement Project in Ligao City with 141 units. Funding for both housing programs came from the housing component of the Bicol Calamity Assistance and Rehabilitation Effort (B-CARE) fund.

 

   Pag-ibig Housing Loans registered positive growth in 2007 compared to 2006. This was due to the reduced interest rates in 2006, to wit:  (i) up to PhP300,000 – 6%; (ii)over PhP300,000 to PhP500,000 – 7%; (iii) over PhP500,000 to PhP1.0 million – 10.5%; and (iv)over PhP1.0 million to PhP2.0 million – 11.5%. Pag-big loaned out a total of PhP489.582 million to its members for the construction of 1,351 housing units. The output represented only 15.8 percent accomplishment for the year but the target for the medium term can be achieved given the liberalized rates adopted by Pag-ibig for its fund members. 

 

   The Core Shelter Assistance Program (CSAP)of the Department of Social Welfare and Development(DSWD)provided 77 families in Legazpi City, Guinobatan and Daraga, Albay with core shelter units. From the B-CARE fund, the DSWD 5 allocated an initial 4,100 core shelter units distributed as follows: Albay - 2,050 units; Camarines Norte - 41 units; Camarines Sur - 1,558 units; Catanduanes - 246 units; Masbate - 41 units; and Sorsogon - 164 units.  The CSAP project funded out of the B-CARE fund amounted  PhP287 million at PhP70,000 per unit.

 

   NHA’s Medium Rise Housing benefited 150 households in Barangay Concepcion Grande, Naga City. The Local Housing Program has already achieved its medium-term target early on in 2004. Key shelter agencies that implemented other major housing programs doubled their efforts to achieve targets set in the plan.

 

Security of Land Tenure

 

   President Gloria Macapagal-Arroyo issued several proclamations that gave security of land tenure to urban poor and informal settlers. Proclamation 40 involved 139 hectares of unutilized properties of the Philippine National Railways (PNR) in Albay and Legazpi City. The Legazpi City government purchased a portion of the property located in Looban, Barangay Peñaranda as a pilot area and awarded Certificates of Entitlement for Lot Award (CELA) to 85 families.

 

   E.O. No. 90 declared a property of the Department of Public Works and Highways (DPWH) in Bulan, Sorsogon as a socialized housing site. The municipal government of Bulan awarded CELAs to 716 beneficiary families.

 

   Proclamation No. 593 covered barangays Caroyroyan and San Jose in Pili, Camarines Sur. Its Implementing Rules and Regulations (IRR) was not finalized and actual survey for the proposed delineation of areas was not undertaken because the Barangay Council of Caroyroyan requested that the areas within the barangay be reserved for resettlement only. The initial agreement was to sub-allocate the whole area to the following: Philippine Army camp - 40 hectares; Philippine Coconut Authority - 50 hectares; Pili National High School - 10 hectares; CSSAC additional campus - 100 hectares; CSSAC agro-shelter project - 65 hectares; and for resettlement site - 20 hectares.

 

   Proclamation No. 653 covered a parcel of land in Barangay 2 - EM’s Barrio South, Legazpi City. Only 145 families out of the 157-targeted families eventually received CELA due to a 69 KV right-of-way limit of Transco that traversed the area.

Employment Generation

   The housing sector generated 15,704 jobs 2[in 2007 which was 27.19 percent less than the output of the previous year and 10.3 percent of the total target for the housing sector.  Given this trend, the sector will most likely achieve its targets at the end of the plan period.
