Technology Transfer and Commercialization

 

   The Department of Science and Technology (DOST)conceptualized the “S & T Intervention for the Displaced Residents Around Mayon Volcano – A Conscience Project” and presented this to officials of the inter-agency committee on sustainable livelihood for typhoon Reming victims in Bicol.

 

   The ITDI – DOST also assisted the typhoon victims through the installation of Water Purifier System at the evacuation center in Barangay Tabon-Tabon, Daraga, Albay. It conducted test run and biophysical analysis including E.Coli analysis of samples from various water sources in said area. 

 

   Seven projects under the Small Enterprise Technology Upgrading Program (SET-UP) of the DOST that were greatly affected by the typhoons were likewise granted moratorium/restructuring of their rental/payment after a thorough evaluation by the Regional Technical Evaluation Committee (TEC).

 

   Projects implemented this year included the following:  

  • Abaca Handicraft and Coconut Coir Processing Project in the Resettlement Sites in Legazpi City and Daraga, Albay.  A component of the Conscience project that was implemented in partnership with the Brotherhood of Christian Businessmen and Professionals – Legazpi City Chapter and the Philippine Exporters’ Confederation, Inc. – Bicol Chapter, this was funded thru the DOST Grant-in-Aid (GIA).

  • Community-Based Fish Processing and Packaging Facility in the Bicol Region, a high-impact project implemented in Calabanga, Camarines Sur. This was undertaken jointly by the DOST 5 –DOST 7-DOST 9 and LGU Calabanga. The LGU of Calabanga released to DOST 7 the amount of PhP239,000 for the fabrication of a 100- capacity mechanical dryer. The Calabanga Fish Processors Cooperative also received from the Department of Trade and Industry (DTI)  a two-chamber vacuum sealer and  2,500 meters of generic packaging for dried fish designed by PRDC.  

  • Six SET-UP projects with a total project cost of PhP2,847,000 were approved for the year. These involved the following projects: (1) Upgrading of Handicraft Production through Efficient Drying Technology; (2) Improving Packaging of Crabmeat and Development New Products from Blue Crab Processing Wastes; (3) Improving Quality of Handicrafts; (4) Quality Fabrication of Mining, Fishing Gears, Tools and Parts Through Precision Tooling Technology; (5) Upgrading of Handmade Paper Making; and (6) Upgrading of Furniture Production.

Research and Development

 

   The Bicol Consortium for Agriculture Resource Research and Development (BCARRD) was proactive in pushing for more research and development (R&D) activities in the region. With Bicol University (BU)as its secretariat, the BCARRD engaged its member-agencies and state universities and colleges (SUCs) in the conduct of researches geared towards increasing agricultural productivity and efficiency.

Bicol University (BU)

Generate and transfer knowledge and technology that shall address poverty in the region integrating research and extension to improve productivity of key ecomonic sectors supportive of sustainable barangay, provincial, regional and national economic development

  1. 1.  Implemented 54 researches falling within 15 programs, 10 projects and 29 studies.  Ten of the studies were externally funded with an aggregate amount of    PhP6.4 million.  43 studies were BU-funded.

  2. 2.  Research grants in the amount of Php773,000 were awarded to BU through a MOA with the LGU Castilla, PCARRD and the Center for Economic and Policy Research of DOH.

Extension Services

 

   Extension services, another major thrust of BCARRD, by SUCs in Bicol were given utmost priority in implementation. The different SUCs established the Farmers Information and Technology Services (FITS) in their respective areas and involved the Magsasaka Siyentista in various extension programs.

The following extension projects and activities were conducted/implemented:

  1. Conducted seminars and workshops on the following topics:  computer literacy for barangay and municipal officials; ecological waste management; climate change; organic fertilizer production and utilization from agri-industrial wastes; and livelihood extension.

  2. Launched the Pollution-Free Camarines Norte Program

  3. Implemented the Adopt-a-Barangay Program

  4. Undertook radio program “Lingap sa Magsasaka”

  5. Provided support services to the Rural Improvement Club Council of Daet, Cam. Norte

  6. Hosted the 1st Farmers’ and Fishermen’s Congress on March 30, 2007

The Extension Service Center played an active role in the rehabilitation of Albay Province by undertaking relief operations in affected barangays in coordination with LGUs and other line agencies.
