2. Bicol River Basin and Watershed Management Project

Location: Camarines Sur, Albay and Camarines Norte

 

The project will pilot a comprehensive development program on natural resources management and water resources projects within the context of a river basin planning management. It has 4 major components:

 
 

 a. Institutional Development

Revised proposal on this component was presented to the ICC-Technical Board meeting on April 24, 2008

 b. Watershed Management and Development

The revised document was presented to the joint ICC-Cabinet Committee and TB meeting on Nov. 5, 2008.

Based on the comments of the ICC, DENR submitted a revised proposal to NEDA Region 5 for evaluation.  The evaluation report was forwarded by NEDA-PIS to DENR-FASPO for consideration of the issues and recommendations

 c. Flood and Hazard Mitigation

Presented to the ICC-TB meeting on April 24, 2008;approved by the ICC-CC on May 15, 2008; confirmed by the NEDA Board on June 3, 2008.

d. Irrigation Modernization

Approved by the ICC-CC on December 13, 2007 as part of the National Irrigation Administration's (NIA) Participatory Irrigation Dev't Prroject package for financing under the APL of the WB.

3. Bicol Int'l Airport,
Location: Daraga, Albay

4. Bicol Mainline South Railway Project

Location: Laguna, Quezon, Camarines Sur, Albay, Sorsogon

The entire project is proposed to be implemented in three phases: (a) Phase 1- Rehabilitation of existing railway line from Calamba to Lucena City (77 kms.);

 

The target is to operationalize the old PNR railway up to Bicol by 2010.  Modernization activities will start in 2010.

 

Phase 2-P16.687  billion

 

(b) Phase 2-Rehabilitation of existing railway line from Lucena City to Legazpi City (345 kms.); and  
Phase 3-P12.778 billion (c) Phase 3-Construction of new railway extension line from Comun, Camalig, Albay to Matnog, Sorsogon (135 kms.). The project  includes the supply and installation of signaling and communication systems, and the acquisition of  rolling stocks. The rehabilitated line will allow train speed up to 120 kph , thus providing faster, safer and economical passenger train services to the Bicol Region.  

5. San Fernando-Oas Bypass Road (GMA Highway)

Location: Camarines Sur & Albay

The project is a 61.9 km. diversion road along the Maharlika Highway from the municipalities of San Fernando, Camarines Sur to Oas, Albay

The following road sections were completed in 2008:

 a. Bonifacio, San Fernando to Panoypoyan, Bula

 b. Panoypoyan, Bula to Tandaay, Nabua

 c. Tandaay, Nabua to Bonbon,  Libon

 d. Bonbon, Libon to Calzada, Oas

6. Catanduanes Circumferential Road Improvement Project

Location: Catanduanes

P1.556 billion

The project involves the improvement and concreting of a total of 200.184 kms. of national road Phase 1 is completed and inaugurated by PGMA last October 2007. Phase II will be implemented under the REAMP of the DPWH

7. Rehabilitation of Quirino Highway

Location: Quezon and Camarines Sur


P3.159 billion

Re-blocking and asphalt overlaying of the entire stretch of Quirino Highway (92 kms.) starting from the junction at Calauag, Quezon to Sipocot, Camarines Sur.

For CY 2008, P350 million was allocated for  asphalt overlaying/ reblocking of  3 sections:

a. Cam. Norte Section (P50.2 M)- 32.48%

b. Lupi-Sipocot Section (P150M)- 2.73%; Suspended as of Nov. 28 due to unworkable working condition.

c. Del Gallego-Ragay Section (P150M)- 57.76%.

8. Bicol Health Service Delivery Enhancement Program

Location: Regionwide

Involves the upgrading and equipping of the regional devolved health facilities The project was not favorably considered for grant aid for 2008 by the GOJ, per letter of NEDA-PIS Director to DOH dated June 6, 2008.

9. Geohazard Survey and Assessment

Location: Masbate,
Catanduanes, Albay and 7 Cities

 

A project of the Mines and Geosciences Bureau aimed at assessing the vulnerability of communities to geohazards.  This includes survey and production of geohazard maps in 1:50,000 scale.

For field mapping and survey, 17 municipalities in Masbate, one municipality in Albay, and 478 barangays region-wide were assessed-265.56% of target for 2008

Disseminated 2041 geohazard maps- 204.10% of target for 2008

Advisories rendered to 18 municipalities (100%) and 474 barangays (263.33% of target for 2008).       

Six seminar/ workshops (100% of target) were conducted.

Comprehensive Disaster Prevention Around Mayon Volcano

Location: Albay

Master plan and feasibility study preparation and project implementation; Provision of structural and non-structural measures. The feasibility study is for updating.
