     Chapter 29. Plan Implementation

I.  Summary

   The Regional Development Council (RDC) coordinated the implementation of the regional development plan through the assistance of the various committees of the Council. 

 

   Investment Programming

 

   The Regional Development Investment Program (RDIP) is a translation of the plan into a prioritized list of programs and projects.  The RDIP was the basis for the review of CY 2009 Annual Investment Programs (AIPs) of agencies and state universities and colleges (SUCs).  There were 19 regional line agencies (RLAs) and 8 SUCs AIPs endorsed by the RDC amounting to PhP9.66 billion capital outlays. The AIPs of RLAs were endorsed to the agency central offices for consideration in the preparation of the agency budgets.  The AIPs of SUCs were endorsed to the Department of Budget and Management (DBM) for reference in the approval of their budgets.

 

   The RDC endorsed the following for foreign funding:

  1. Inclusion of White Deer, Albay Tres Connectivity ARCs, Highland ARCs in Guinobatan, Albay, Burac West in Virac and Barangay Mautal in Baras, Catanduanes in the ARISP 3

  2. Priority National Bridges in Albay and Masbate for inclusion in the Bridges for Prosperity Acceleration for possible funding under the UK Financing Facility

  3. Improvement of Meteorological Radar Systems in the Philippines

  4. Tulay ng Pangulo para sa Kaunlarang Pang-Agraryo Project of the Department of Agrarian Reform

  5. Inclusion of Daraga-Mahayag ARC and the Batuan Cluster ARC in Masbate in the Agrarian Reform Infrastructure Support Project III

  6. Feasibility Study for a Wind Farm in San Andres, Catanduanes

   In 2008, the Bicol Project Development Committee (BPDC) updated its pool of experts and list of projects needing studies.  The BPDC is a special committee of the RDC that provides technical assistance to project proponents in project development through trainings, project facilitation, pre-feasibility and feasibility study preparation.

 

   Plan Advocacy

 

   The copies of the Updated Regional Development Plan 2008-2010 were distributed to RLAs, SUCs, local government units (LGUs) and private sector organizations.  The Plan was uploaded in the NEDA Region 5 website (www.neda5.net) for wider dissemination.  It was presented in various fora in the region. 

 

   The Regional Information and Advocacy Committee (RIAC) of the RDC formulated the Bicol Communication Plan that outlined activities in creating awareness and knowledge of the Plan by stakeholders. 

 

   Program/Project Implementation

 

   The execution of activities/programs/projects was the responsibilities of the concerned offices, agencies, LGUs and SUCs. 

 

   The regional development plan served as a guide for LGUs in their planning activities. The provinces conducted activities towards the preparation of their Provincial Development and Physical Framework Plan (PDPFP). 

 

   A team composed of DILG, NEDA, DBM and BLGF conducted orientation briefings on the guidelines on local planning, investment programming, revenue administration, budgeting, and expenditure management in all Bicol provinces.  This was in connection with the issued Joint Memorandum Circular No. 1 series of 2007 harmonizing local processes from the municipal/city to the provincial and regional levels.

 

   Implementation of programs and projects was carried out through legally accepted processes and procedures. The RLAs, SUCs, and government owned and controlled corporations (GOCCs) implemented their regular programs and projects by contract or by administration. Foreign assisted projects with national coverage were implemented through Project Management Offices (PMOs). LGUs also implemented their respective projects either by contract or by administration.  In support to the principle of devolution and local autonomy, some LGUs who availed of foreign funded projects and build-operate- transfer (BOT) projects were able to implement them on their own.

 

   Monitoring of Plan Implementation

 

   The Regional Development Report (RDR) is a tool that assesses the extent of implementation of the strategies, targets, programs and projects for a given year.  The RDR for CY 2007 was prepared and distributed in CY 2008.
