The Regional
Development Report is an assessment of the implementation of
the Bicol Updated Regional Development Plan approved by the
Regional Development Council in 2007.
The region’s
development programs were affected by domestic and global
events in 2008 such as unusual climatic conditions,
increasing prices of food and petroleum products, and the
global financial crisis.
Nevertheless, the region posted positive economic growth
albeit lower than the 7.7 percent growth rate in 2007. The
concerted efforts of national government agencies, local
government units, and the private sector produced better
accomplishments in 2008.
These
challenges will remain in 2009 so the government must
cushion the impact of the global financial crisis by
implementing the economic stimulus program and by providing
direct assistance to the vulnerable sectors.
I enjoin all
regional stakeholders to optimize efforts towards the
achievement of poverty reduction through effective and
efficient delivery of social services, vigorous business
investments, and adequate infrastructure support.
