EXTENT OF DAMAGES

 

   The series of typhoons (Milenyo, Reming and Seniang)) that hit the Bicol Region during the last quarter of 2006 had devastating impact on the lives and properties and the productive sectors of the economy. Thus, after the disaster response and relief activities, efforts must be focused on reviving the productive sectors in the affected areas to facilitate economic recovery. Total recorded damages in the region reached P 7.8 billion with agriculture sector sustaining the biggest loss at 43 percent of the total.

   This section shall present the information on the extent of damages on lives, service facilities, the productive sectors and government properties.

 

   On Lives

  • Based on the January 4, 2007 report of the Disaster Response, Operations, Monitoring and Information Center of the DSWD Regional Office 5, a total of 2,585 barangays were affected by Typhoon Reming, which accounts for 74 percent of the total number of barangays in the Region.

  • Albay accounted for the highest percentage of barangays affected at 98.6 percent, followed by Catanduanes (97.7%), Camarines Sur (95.9%), Camarines Norte (84%), Sorsogon (42%), and Masbate (5.6%).

  • Death toll in the region reached 655 persons, mostly (85.5% percent) in Albay, particularly in Guinobatan, Daraga, and Legazpi City.

  • A total of 2,347 persons were injured, 1,585 of whom were in Albay, 548 in Catandunes, 293 in Camarines Sur, and the rest were in Masbate, Sorsogon and Camarines Norte.

  • A total of 445 persons were reported missing, mostly (99 percent) in Albay, particularly in Guinobatan, Daraga, and Legazpi City.

   On Basic Service Facilities

     Housing

  • Totally damaged houses in the region reached 231,566, nearly half of which is in Albay and about 40 percent in Camarines Sur

  • Partially damaged houses reached 314,401, with Camarines Sur accounting for 46 percent followed by Albay with 31 percent.

  • A total of 613,348 families or about 3,122,000 persons were affected by the typhoon, i.e., whose houses were totally or partially damaged. Of this number, only 26,884 families (4.4%) or 130,220 persons (4.2%) sought temporarily shelter within the 852 evacuation centers in the region. About 260,050 families (42%) or 1,601,439 persons (51.3%) were likewise served by the DSWD Regional Office 5 with temporary shelters outside of the evacuation centers.

     School Buildings

  • As of d December 22, 2006, the DepEd Regional Office 5 reported a total of 2,602 school buildings (elementary and secondary) that were affected by the typhoon, accounting for 70 percent of the total number of school buildings in the region.

  • By provincial/city division, the Cities of Iriga and Legazpi accounted for the highest percentage (100%) of affected school buildings, followed by Camarines Sur with 99.6 percent, Ligao City with 98.3 percent, Naga City with 97.3 percent, Tabaco City with 96 percent, and Sorsogon City with 85.7 percent.

  • Total estimated cost of damage of school buildings regionwide amounted to P 2.228 billion.

  • The Catanduanes State College (CSC) in Virac, Catanduanes reported a total of P 33 million of damages to its facilities.

     Health Facilities

  • The DOH Regional Office 5 reported the following cost of damages to government hospitals and city health offices/rural health units regionwide.

On the Economy: Agriculture, Trade and Industry, Infrastructure and Government Property

    The series of typhoons have greatly affected the economic activities in Bicol. The most affected is the agriculture sector on which many Bicolano households depend on for income and livelihood.

     Agriculture

     Coconut registered the great loss in terms of value production which is estimated at 2.6 billion pesos. This was followed by high value crops, rice and fisheries.

     Albay suffered the greatest loss in terms of value of nuts and trees lost valued at P 1.3 million. Camarines Sur and Sorsogon followed with P 608 million and P 545 million estimated value of loss, respectively.

     Typhoons Milenyo and Reming caused temporary damage to abaca plantations in Bicol Region. A total of 28,747.48 hectares of land planted to abaca in Albay, Camarines Sur and Albay were heavily damaged by Typhoon Reming. This is about 65 percent of the total land area planted. Slightly damaged plants are heavily bent 0-250 from the ground level with twisted, broken stalks and leaves and uprooted plants. A total of 1,022.05 hectares of abaca areas in Camarines Norte and Sorsogon were slightly damaged with plants still standing but with lacerated leaves.

     Slightly damaged plants are expected to recover normal production in three months, with 90 percent in heavily damaged plants can still be stripped within one month. With these assumptions, net loss in terms of value of fiber is P 20.02 million with Catanduanes experiencing the greatest loss.

     On livestock and poultry, the region sustained an aggregate value of damaged facilities and animals at P 136.9 million. All provinces except Camarines Norte reported loss of livestock with Camarines Sur posting the highest at P48.34 million or 68.18 percent of the regional total.

     Trade and Industry

     There were 247 small and medium enterprises (SMEs) in Albay, Camarines Sur, Catanduanes and Sorsogon which were adversely affected with an estimated value of damage of about P 600 million. Albay was the worst hit with 147 SMEs affected with damage on properties valued at P 547 million. Three hundred fifteen (315) workers were laid off as a result of the damage. Agribusiness enterprises in Albay suffered the most with 8 SMEs reported to have been affected with the value of damages values at P 413 million. Enterprises involved in information and communications technology (ICT), i.e. telephone and internet service providers and internet cafes were also adversely affected due to its capital intensive nature. There were about 16 ICT enterprises which were affected with an estimated cost of damage at P82 million.

   On Infrastructure

     Damage to infrastructure facilities was estimated at P1.5 billion. The value of damage was greatest  on flood control, seawalls and drainage structure with Albay sustaining the highest damage at P 835 billion. Boulders and sand from Mount Mayon were damped in major rivers in Albay, i.e. Anoling River and Quirangay River in Camalig; Busay, Culliat, Banag, Binitayan and Daraga Rivers in Daraga; Bogtong, Buyuan abd Padang Rivers in Legazpi City.

     Damage to national roads and bridges was estimated at P473.05 million. Likewise, roads and bridges in Albay were the greatest hit with P 333.750 million cost of damage. Many portions of the Daang Maharlika from Camarines Norte to Sorsogon and at the Catanduanes Circumferential Road were left with damaged road surface, eroded embankments and shoulders.

     Power transmission and distribution lines and facilities were gravely destroyed in Albay and Camarines Sur leaving most areas without electricity in Albay for several weeks after the typhoon onslaught. This resulted to an increased cost of living and cost of doing business in the affected areas.

   On Government Property

     Government buildings and facilities including regional line agency offices in the regional center in Legazpi City were heavily damaged by the typhoons. Local government unit buildings in Albay, Catanduanes, Camarines Sur and Sorsogon were also damaged in varying degrees.
