INTRODUCTION

   The Bicol Rehabilitation Plan summaries the extent of damages in the region following the devastation caused by Typhoons Milenyo, Reming and Seniang and the early recovery needs as reported by regional line agencies, provinces and cities. Projects listed are to be implemented within a one year period.

   The projects and activities this plan will help typhoon-affected families in Bicol recover and pursue productive endeavors. They shall:

• help rebuild their homes and communities;

• increase use of health services and improved health practices;

• help them increase earnings from activities in agriculture and small and medium enterprises; and

• improve physical access for the delivery of basic services and the transport of economic goods.
