CHAPTER 2  DEVELOPMENT FRAMEWORK

   This chapter presents the development framework of the updated plan, outlining the priority development objectives and strategies that shall be pursued by the region for the remaining plan period. It also provides a set of revised targets for 2008 to 2010 and identifies the top ten priority programs and projects for implementation (Table 1).

   Consistent with national thrusts and priorities, the Updated Bicol Development Plan's primary objective is poverty reduction. This can be achieved through the delivery of basic social services, promotion of economic growth, and provision of infrastructure support facilities.

 

   Providing the engine for economic growth are the region's production sectors that include agriculture, fishery, forestry, mining and quarrying, trade and industry, and tourism.

 

   Basic social services include health, nutrition, population management, education, skills development, housing and community development, welfare, and labor services that are biased towards the poor and marginalized groups. 

 

   The provision of infrastructure support facilities shall serve as the vehicle to prop up the engines for economic growth, as well as the delivery of basic social services. 

  

   These three major strategies shall be accelerated through the aggressive promotion of investments, productivity improvement in all sectors, and knowledge transfer through science and technology.

 

   In order to overcome obstacles in propelling the region forward, good governance and disaster management initiatives shall be institutionalized, and peace and order throughout the region shall be maintained. There will be more conscious efforts for disaster risk management among stakeholders during this three-year plan period.

 

   All these strategies shall adhere to the underlying principles of sustainable development and gender and development. The mechanisms for plan implementation, financing, monitoring, and evaluation shall ensure that all programs, projects, and activities are carried out. These mechanisms shall guarantee the participation of all stakeholders in the development process, i.e., the public and private sectors, as well as the civil society.

 

   Core values formation shall be the foundation of all development efforts.  In this context, core values are salient cultural values that promote and enhance the development process. The successful implementation of all programs and projects depends not only on the undertakings of concerned agencies but on the participation, cooperation, and appropriate response of the society. Hence, this framework identifies positive values that must be developed or strengthened among project implementers and beneficiaries. Such core values may be broadly categorized as individual values and corporate values.

 

   Generally, all Bicolanos must be encouraged to form and strengthen the values of integrity, hard work, self-determination and self-reliance, nationalism and cooperation (bayanihan), discipline, punctuality, vigilance, as well as adaptability and creativity. These values are expected to promote productivity, innovation, entrepreneurship, equanimity and survival among Bicolanos, thus enabling them to participate in and contribute to poverty alleviation, economic recovery, and disaster risk management.

 

   The public sector and other institutional stakeholders must adopt corporate values such as transparency and accountability, credibility, social justice, efficiency, effectiveness and sustainability. These values are expected to result in just and equitable distribution of goods and services among the populace.

 

   Integrating core values in all phases of plan implementation calls for an in-depth adoption of such values on the part of both the implementers and the beneficiaries.

 

Macroeconomic Targets

  • Reduce poverty incidence of population to 26-27 percent by 2015.

  • Reduce population growth rate to 1.5 percent.

  • Accelerate and sustain economic growth to 5-6.3 percent per year (Table 2.1).

  • Create 100,000 jobs per year.

  • Maintain inflation rates at single-digit levels.

1. RORO Ports Along the

    Central and Eastern Nautical

    Highways

    Location: Camarines Sur,

    Albay, Masbate,

    Catanduanes

Provision of RORO ramp facilities for the existing and proposed ports in the following areas: Pasacao, San Pascual, Claveria, Boca Engano (Claveria), Pantao, Pioduran, Aroroy, Pilar (San Antonio), Esperanza, Cawayan, Codon, Sangay, and San Vicente.

2. Bicol River Basin and

    Watershed Management

    Project

    Location: Camarines Sur,

    Albay and Camarines Norte

 

The project will pilot a comprehensive development program on natural resources management and water resources projects within the context of a river basin planning management. It has 4 major components: (1) Institutional Development; (2) Watershed Management and Development; (3) Flood and Hazard Mitigation; and (4) Irrigation Modernization.

3. Bicol International Airport

    (New Legazpi Airport)

    Location: Daraga, Albay

Construction of a new Legazpi Airport of international standards at Barangay Alobo, Daraga, Albay.

4. Bicol Mainline South

    Railway Project

    Location: Laguna, Quezon

    Camarines Sur, Albay, 

    Sorsogon

 

The entire project is proposed to be implemented in three phases: (1) Phase 1- Rehabilitation of existing railway line from Calamba to Lucena City (77 kms.); (2) Phase 2-Rehabilitation of existing railway line from Lucena City to Legazpi City (345 kms.); and (3) Phase 3-Construction of new railway extension line from Comun, Camalig, Albay to Matnog, Sorsogon (135 kms.). The project also includes the supply and installation of signaling and communication systems, and the acquisition of adequate number of rolling stocks. The rehabilitated line will allow train speed up to 120 kph in some sections, thus providing faster, safer and economical passenger trains services to the Bicol Region.

5. San Fernando-Oas Bypass

    Road (GMA Highway)

    Location: Camarines Sur &

    Albay

The project is a 61.9 km. diversion road along the Maharlika Highway from the municipalities of San Fernando, Camarines Sur to Oas, Albay.

6. Catanduanes

    Circumferential

    Road Improvement Project

    Location: Catanduanes

The project involves the improvement and concreting of a total of 200.184 kms. of national road. Phase I, covering 79.818 kms. is on-going, while the remaining 120.366 kms. will be implemented under the Phase II component.

7. Rehabilitation of Quirino

    Highway

    Location: Quezon and

    Camarines Sur

Re-blocking and asphalt overlaying of the entire stretch of Quirino Highway (92 kms.) starting from the junction at Calauag, Quezon to Sipocot, Camarines Sur.

8. Bicol Health Service

    Delivery Enhancement

    Program

    Location: Regionwide

Involves the upgrading and equipping of the regional devolved health facilities.

9. Geohazard Survey and

    Assessment

    Location: Masbate,

    Catanduanes and 7 Cities

A project of the Mines and Geosciences Bureau aimed at assessing the vulnerability of communities to geohazards.  This includes survey and production of geohazard maps in 1:50,000 scale.

10.Comprehensive Disaster

    Prevention Around Mayon

    Volcano

    Location: Albay

Master plan and feasibility study preparation and project implementation; Provision of structural and non-structural measures.
